About this opportunity

The Indian Health Service Tucson Area Office is procuring a VMware replacement solution to modernize its end-of-life virtualization infrastructure with a new hyperconverged infrastructure (HCI) platform. The agency seeks three factory-new hyperconverged nodes with enterprise-grade Intel Xeon processors, minimum 128GB DDR5 memory per node, NVMe SSD storage, and redundant network interfaces, along with Nutanix or equivalent software, comprehensive licensing, and 24x7x365 federal-grade support with a 60-month support term. The procurement will be awarded as a single award firm-fixed price contract under NAICS code 541512 (Computer Systems Design Services), with bidders required to submit completed SF 1449 forms, price schedules, Indian Economic Enterprise representation forms, and Section 508 Product Assessment Templates. All questions must be submitted via email to susan.protho@ihs.gov by July 25, 2025, at 5:00 PM MST, with proposals due by August 15, 2025, at 5:00 PM MST. Contractors must be registered in the System for Award Management (SAM) and will be required to use electronic invoicing through the Invoice Processing Platform (IPP).

This solicitation is set aside exclusively for Indian Small Business Economic Enterprise (ISBEE) qualified vendors under the Buy Indian Act, requiring businesses to be at least 51% owned by members of a federally recognized tribal entity. The procurement includes 15 line items covering various infrastructure components with quantities ranging from 1 to 60 units, including Nutanix Cloud Infrastructure software licenses, hardware nodes, memory modules, networking components, support services, and infrastructure deployment. Equipment delivery is expected 4-6 weeks after contract award to the Tucson Area Indian Health Service facility located at 7900 South J Stock Road, Tucson, Arizona 85746. The contract will include on-site deployment, virtual workload migration, staff training, and comprehensive system documentation, with all equipment required to be new, TAA-compliant, and covered by federal-grade support services including next-business-day parts replacement. This is a combined synopsis/solicitation and purpose of this procurement is to purchase of VMWare to support the Tucson Area Office. Please see attachments for additional information.

This acquisition is set-aside for Indian Small Business Economic Enterprise (ISBEE). The North American Industry Classification (NAICS) code for this requirment is 541512. The solicitation will be awarded as a single award firm-fixed price type contract. The equipment will be delivered to the Tucson Area Indian Health Service (TAIHS) 4 to 6 weeks after award.

In compliance with the Office of Management and Budget (OMB) M-15-19 memorandum “Improving Government Efficiency and Saving Taxpayer Dollars Through Electronic Invoicing” directing Federal agencies to adopt electronic invoicing as the primary means to disburse payment to vendors.

Invoices submitted under any award resulting from this solicitation will be required to utilize the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payment Requests”

IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service, in partnership with the Federal Reserve Bank of St. Louis (FRSTL). Respondents to this solicitation are encouraged to register an account with IPP if they have not already done so.
