About this opportunity
The Department of the Army Materiel Command Contracting Command Rock Island Arsenal, in collaboration with Project Director Joint Services and Joint Munitions Command, is hosting a Virtual Industry Day on February 5th, 2025, for a planned Design-Build and Construction Services Multiple Award Task Order Contract (MATOC). The event will focus on supporting Industrial Base Modernization at Government-Owned, Contractor-Operated (GOCO) Ammunition Facilities. The virtual briefing will be conducted via Microsoft Teams, beginning at 9:30 AM EDT, and will include a live acquisition strategy presentation followed by one-on-one sessions. Briefing charts will be uploaded to SAM.gov by January 29th, 2025, and a detailed agenda with session schedules will be provided at a later date. Pre-registration is mandatory for all industry participants.
Contractors interested in this opportunity must complete company and individual registration forms by January 29th, 2025, and submit them electronically to Stephen Kildow and Harrison Slagle. The MATOC has a total potential value of $10 billion, covering a 5-year base period with a possible 5-year extension, and will support modernization projects at six ammunition facilities across the United States. Task orders will range from $5 million to $850 million, with most between $30 million and $100 million. Competition is restricted to U.S., outlying areas, and Canadian companies, with no small business set-aside, though small business subcontracting goals will be an evaluation factor. Contractors must be prepared to handle complex, process-driven projects involving hazardous, chemical, and manufacturing operations, and may need to obtain Controlled Unclassified Information (CUI) access or facility security clearance. White papers are due by February 28, 2025, with the draft Request for Proposal expected in April 2025 and final contract award anticipated in December 2025.
