About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is procuring design, build, and commissioning services for a Government Owned Contractor Operated Army Ammunition Plant through a Multiple Award Task Order Contract (MATOC) designated W519TC-25-R-0026. This effort supports the Army's Industrial Base Modernization initiative and falls under the Industrial Building Construction category with a focus on ammunition facilities construction. The evaluation will utilize a Highest Technically Rated Offeror (HTRO) self-scoring matrix to assess contractor proposals, with technical rating serving as a primary evaluation criterion. The Government has released draft solicitation documents including Sections L and M, the Statement of Work, and the HTRO Self-Scoring Matrix for industry review and feedback. Two separate comment deadlines apply: January 5, 2026 at 3PM Central Time for feedback on the initial draft documents, and January 26, 2026 at 3PM Central Time for comments on the updated HTRO Matrix and Government responses to industry questions. The Government is offering one-on-one sessions with interested contractors to discuss the opportunity.

No set-aside designations are being utilized for this procurement. The pre-solicitation notice does not identify any incumbent contractors or disclose specific award values or budget information. Access to certain controlled documents, including the HTRO Self-Scoring Matrix and Government answers to industry questions, requires contractors to possess an approved DD2345 and maintain active registration with the Joint Certification Program (JCP). Interested contractors should direct all questions, comments, and feedback to Rebecca S. Bernard, SFC Pramod Khanal, and Benjamin J. Gillen via email, formatted in an Excel spreadsheet with specific reference to relevant document sections. The Final MATOC RFP is anticipated to be released following the conclusion of the comment period, with the official proposal due date established for January 26, 2026.
