About this opportunity
Army Materiel Command Contracting Command Rock Island Arsenal anticipates releasing a formal Request for Proposal in May 2026 for a Government-Owned Contractor-Operated (GOCO) Army Ammunition Plant Design, Build, and Commissioning Multiple Award Task Order Contract (MATOC), solicitation number W519TC-26-R-A020. No set-aside applies.
The MATOC establishes a pool of qualified contractors eligible to compete for task orders supporting Army industrial base modernization. Scope includes design-build, design-bid-build, and progressive design-build projects covering energetic material manufacturing lines, production lines, facility upgrades, energy projects, environmental initiatives, and full commissioning of new or upgraded facilities. Contract types will be determined at the task order level and may include firm-fixed-price, cost-reimbursable, or cost-plus-incentive arrangements depending on project scope and complexity.
Award will be made to all offerors meeting the Minimum Technical Threshold Rating. Task orders will be competed among qualified holders using best-value trade-off methodology. Key requirements include bonding capacity of $200 million per single project and $500 million aggregate; past experience within the prior 15 years; compliance with small business subcontracting goals on domestic projects only; and demonstrated capability to execute the full scope either internally or through established teaming.
The Government released consolidated answers to industry questions through May 8, 2026 (attached as of this notice dated May 13, 2026). The official solicitation number has changed from the legacy W519TC-25-R-0026 to W519TC-26-R-A020. Primary point of contact is SFC Pramod Khanal (pramod.khanal.mil@army.mil).
