Industry Question Government Response

Will the scope of work for this MATOC be solely on Construction Services or will A&E services also be included?

No, the current scope of the requirement is for design-build construction services--not solely construction services. This may include A&E services as well as procurement, construction, and commissioning depending on the particular task order (TO). However, to be clear, there will be no TO efforts (planned at this time) that will be solely A&E in nature."

Will the scope of work include the layout, design, and specification of process equipment, process control, optimization, and documentation?

The specific requirements will be spelled out in each individual task order.

Do you plan to have both a large and small suite? (Clarified to mean will the government award to both large and small businesses?)

At this time, the intent is not to have a small business set-aside for the MATOC primary contractors. Small business goals will be included in the RFP and subsequent task order proposals.

What is the maximum value of task orders planned for which bonding would be a requirement?

$700 Million (modified from the $900 Million value provided during industry day and subject to further change with RFP release).

5 Is there a minimum value for task orders? A minimum value for individual task orders has not been defined at this time.

6 Does the scope cover all locations?

Yes, all Government-Owned, Contractor-Operated (GOCO) Army Ammunition Plants listed in the scope of the MATOC Request for proposal.

Scope specifically and exclusively covers:

Iowa AAP Scranton AAP Radford AAP Quad City Cartridge Case Facility Holston AAP Lake City AAP

7 What is the total value of the IDIQ-MATOC?

$5 Billion for the base. The Government is considering an additional option for $5 Billion.

8 What is the anticipated RFP release timing and award date?

The anticipated release of the draft RFP is April 2025 and final RFP/Solicitation in August 2025. The anticipated award date is December 2025. These dates are subject to change.

W519TC-25-R-0026 Industry Questions and Government Responses

The information provided in this document is current as of March 14th, 2025. It is subject to change as the Government continues the acquisition planning process.

Do you see or need increased automation, or that just a method to achieve the objectives?

There is a general desire for increased automation as a part of the modernization process. The specific needs, if any, will be spelled out in each individual task order

What caused reduction to 6 GOCO facilities from the previous 12 listed in

W519TC-24-R-MATOC?

The acquisition strategy changed to include only active Government-Owned Contractor-Operated ammunition plants.

W519TC-24-R-ROMM Radford Army Ammunition Plant (RFAAP) Operation, Maintenance, and Modernization Industry Day #1 is an active SAM Notice. What is difference for W519TC-24-R-ROMM Radford Army Ammunition Plant (RFAAP) and W519TC-25-R-0026 which RFAAP is listed too?

W519TC-24-R-ROMM is a request for information seeking information on including a design-build project as part of the evaluation criteria for the upcoming competition for the RFAAP operating contract. The current effort W519-25-R-0026 is for a MATOC that could be executed at RFAAP and all other GOCO AAPs.

Does the Design Build effort consider modernizing the Information Technology and Operational Technology (IT/OT) network infrastructure, ensuring network segmentation, and implementing cybersecurity hardening where gaps may currently exist?

Yes, all modernization projects will include conformance to the current site cyber security plan and status. Specific requirements will be delineated in the individual task orders.

As part of the AAP Modernization Plan objectives, does this effort consider the modernization of key manufacturing software platforms such as MES, ERP, Predictive Maintenance Platforms, Data Historian, and Discrete or Process manufacturing control systems?

Yes, as the facilities are modernized implementation of key manufacturing software platforms such as MES, ERP, Predictive Maintenance Platforms, Data Historian, and Discrete or Process manufacturing control systems are intended to be included. Specific requirements will be delineated in the individual task orders.

Will this effort include specifying and procuring OEM production equipment? If yes, will the scope include designing production equipment with modern sensors and connectivity to enable advanced manufacturing capabilities?

Generally, each Modernization project will include procurement of most if not all OEM equipment, utility equipment, etc. The intent is to install all new and modernized equipment with modern sensors and connectivity to enable advanced manufacturing capabilities. Specific requirements will be delineated in the individual task orders.

On January 17, Q&A was posted shortly after the sources sought response deadline stating the government intends to compete this work as unrestricted.

Please advise what partial small business set-aside and/or SB subcontracting .

goals will be applied to the MATOC.

At this time, this requirement will not be a Small Business set-aside. Each Contractor will be encouraged to include Small Business firms in its proposals.

Small Business subcontracting goals are expected to be an evaluation factor.

We responded to the sources sought in November 2023. At that time, the scope included both GOCO and government owned/government operated (GOGO) sites. How will the government procure AEC services to modernize GOGO facilities?

The modernization of the various GOGO operations will be covered under separate procurements and not intended for this MATOC. See question 17 for how the Government will procure A&E services.

The January Q&A states the current requirement is for design-build construction services. What contract vehicles does the government plan to use to procure design-only and purely architectural and engineering services?

These will be procured under separate A&E contracts

Does the government require commissioning services beyond the scope of LEED certification requirements?

Yes, each facility will require a full commissioning effort. This will commence with a commissioning plan and conclude with turn-over to operations. Specific requirements will be delineated in the individual task orders

19 Do you intend to award just one contract type for AE and General Construction?

It is the intent of this MATOC to package and award projects as a Design/Procure/Build/Commission scope of work. Predesign and project definition will be executed under different procurement paths. Specific requirements will be delineated in the individual task orders

Where does the front end design charette process begin with the MATOC program? Design-build build RFP’s are typically issued with a set of high level, early development document/sketches, program requirements and statement of objectives/statement of work. Who will develop that set of documents for the

MATOC?

It is the intent of this MATOC to package and award projects as a Design/Procure/Build/Commission scope of work. The output of the predesign and project definition will be included in each task order scope of work. However, there may be some that are 100% build.

How does PLJS intend to handle uncontrollable when working through issuance of solicitation? First variable that comes to mind would be environmental permitting and/or DDESB permitting? Permitting is consistently a high priority and divisive topic when working through design-build projects.

a. Lead times for environmental / RCRA permit package development vary significantly based on State requirements

b. Review durations vary significantly based on State work load and resources.

c. Certain agencies do not typically stick to projected lead times and create a significant challenge during bid package & project scheduled development (pre-bid efforts).

When the individual task orders are solicited, part of the process will be for the Contractor to propose a program schedule. It will be the responsibility of the bidder to indicate those items which may have excessively long, or unpredictable lead times. Allowances will then need to be built into the program.

Contractors will be responsible for identifying these potential time traps and clearly indicate them in their proposals.

Agree with the approach to streamline modernization projects award and execution timeline. Bidding modernization work through the various Arsenal or Depot GOCO operators is a very lengthy process. Lengthy through USACE as well but longer with GOCO operators. How does the PLJS team intend to streamline the process when bids come in higher than budgets or challenges occur during the bid process?

Each Modernization project will be solicited to the MATOC holders. The proposals will be evaluated for technical compliance and cost. In the event the cost exceeds the Government budget, the award will be postponed or the scope reduced to ensure the Government has allocated the proper funding for the project.

By awarding the to a very large group, does PLJS worry there will be bidders who focus on certain facilities and ignore others? What is the intention of having such a large MATOC, why not bid each program out by stand alone RFP’s? Is PLJS anticipating a stream-lined bid process for each task order with the pre-vetted group of MATOC contract holders? Long story short, what is the rationale for the

MATOC?

The intent of the MATOC is to identify a pool of pre-qualified contractors who can execute the myriad of projects associated with modernization of the industrial base. By establishing this pre-qualified pool, and solicitation proposals from this group, the Government believes this will shorten and improve the overall procurement cycle.

Does PL JS have highly experienced staffing (construction and contracting) to run multiple high value design-build projects concurrently? For instance, say there’s a $200M TDF at Holston, a $150M incinerator at Lake City and a significant tie-line or electrical modernization project at Radford going on all while bidding out a 4th task order at Scranton, bidding a 5th task order at Iowa and evaluating a $15M design-build at Quad City. Whether a $20M or $230M design build, these programs take a significant effort to manage all program stakeholders, ensure leadership is running to major issues to solve problems with 3rd parties and most importantly manage delivery with PMR’s and performance-to-plan evaluations.

Does ACC-RI intend to have an overarching CMS or Design Development scope of work or will this all be completed in-house?

DEVCOM is currently handling a large number of modernization programs at the 6 differnt GOCO facilities. This vehicle is a method of making solicitations and awards more streamlined. The awarding of this contract should not adversely impact DEVCOM's ability to support these efforts.

Has ACC-RI or PLJS been coordinating design development of projects with USACE? It is our understanding that the current mode of operation is that GOCO Operators are fully responsible for ‘design-builds’ but if a project is solely ‘design’, then it will be through USACE. How does this MATOC change the current mode of operation?

This MATOC is an additional option to modernize GOCO facilities to bring in new technology capability that is not fulfilled by USACE and GOCO Operators. The intent of this MATOC is to provide the Government with a separate source to award Design/Build contracts other than GOCO Operators. The GOCO Operator will participate in the project in some support capacity but not generally as the prime contractor. Under this MATOC, it is intended that the GOCO Operator would only be the prime contractor on a task order if the GOCO Operator were an awardee under this MATOC and was then subsequently selected for the particular task order.

When describing projects on the ‘objectives’ slide, can PLJS please advise what ‘non-process-driven’ means?

Non-process driven projects focus mainly on infrastructure and have nothing to do with the production process.

Does PLJS have updated budgets based on current pricing models? Over the past 5 years the majority of awarded projects in OIB have been significantly over budget. This is due to a highly active marketplace and pricing increases across the board with project budget estimates building 5+ years prior. How does PJLS intend to move faster with awards? If credible bids are received, does PLJS have access to funding to keep project award timelines on track?

The Government has a pricing team at PL JS which can help develop better Independent Government Estimates. Going to a MATOC helps create competition, and better pricing than a sole source model.

Recommend shortening the draft solicitation duration. Contractors and industry partners who are serious about supporting the OIB modernization initiatives will react to market research in 3-4 weeks. If looking for ways to insulate the award date of Dec 2025, would recommend shortening the ‘draft solicitation’ duration.

ACC-RI will discuss the draft RFP timeline. If shortening is feasible, we will consider it.

Will there be a SEED project with the MATOC (i.e. 2-phase) or will it be single phase with no SEED project. Recommend no SEED project but have the first task order ready to be released shortly after award. The industry is ready to support now and best-case scenario PLJS MAY be looking at the award of TO #1 by end FY26, likely Q1FY27.

At this time, the Government does not intend to include a seed project in the

MATOC RFP.

30 Does PLJS intend to execute projects with UCA funding or supplemental funding?

Funding for Modernization projects will come from a variety of sources including UCA, PAA, and Supplemental funding depending on the individual project.

What is ACC-RI or PLJS looking for with respect to White Paper submissions by

28FEB25?

The Government is looking for innovative approaches to develop a contract ordering vehicle that will be the most effective and efficient approach to modernizing GOCO Army Ammunition Facilities.

Does PLJS have draft contract terms that can be provided? Historically liquidated damages have not been included in bid requirements through GOCO Operators.

Recommend providing draft contract terms for marketplace review and comment.

A draft RFP is being prepared with the intention of providing it to Industry for comment.

Understanding that PLJS is anticipating task orders within the process driven projects framework, these types of projects typically have many challenges tied to schedule completion and through-put objectives. For instance, perhaps a building is to contribute to through-put but cannot achieve the SOW based on steam distribution or electrical feeds or industrial waste water plant capabilities.

These are among the many reasons liquidated damages are typically not included in the GOCO projects. LD’s will be a significant deterrence for the standard industry to manage and frankly this will highly impact bid pricing and variability.

Does PJLS have a plan for typical terms and conditions in the non-typical OIB modernization projects related to the process-driven side of the installations?

A draft RFP for the base contracts is being prepared with the intention of providing it to industry for comment. Each Request for task order Proposal (RTOP) will be prepared based on the project requirements and the Government will determine terms and conditions for each. Depending on the complexity of each project, the Government may release a draft RTOP for Industry comment and feedback on terms and conditions.

What are the decisions or determining factors when PLJS issues TO’s that may be Firm-Fixed-Price vs. Cost Reimbursable?

Individual task order type and structure will be on a case-by-case basis depending on the requirements of each task order.

How will the operators be engaged in the process and be encouraged to proactively share information?

It is the intention that a support agreement between the Operating Contractor and the Government will be established in coordination and discussion with the Contractor executing the task order. The specific details will be spelled out in each individual task order.

36 Who will be performing the initial Explosive Site Safety Plan (ESSP) analysis?

For task orders that require a ESSP, the Contractor will be responsible for preparing an initial ESSP as a contract deliverable to be reviewed and approved by the Government prior to Notice to Proceed.

Will the Government facilitate discussions with the Operating Contractor(s) to fully engage and support the MATOC Contractor at the proposal stage to ensure the requirements of 1.5 can be met during program execution?

It is the intention that a support agreement between the Operating Contractor and the Government will be established in coordination and discussion with the Contractor executing the task order. The specific details will be spelled out in each individual task order.

Does the Government anticipate that multiple task orders will be executed concurrently on any given site? Which entity will be required to deconflict these efforts?

There is a possibility that two or more MATOC task orders will be executed concurrently on the same site. The individual MATOC contractors will coordinate all work with the Operating Contractor. Ultimately the Operating Contractor is responsible for coordination and oversight. The Government will be responsible for addressing unresolved conflicts between contractors.

In Section 5.3.1, does the Government expect that the MATOC Contractors will use Cost Works as part of their Project Management tool suite or is this requirement only for the task order Proposals?

No , PL JS does not use Cost Works

Will the Government allow MATOC contractors to partner on individual task order pursuits?

Yes, the Government intends to allow, with approval from the Contracting Officer, partnering between MATOC contractors on an individual task order. The prime contractor must be clearly identified as part of the proposal. Generally, if a separate entity is being created, all parties must be awardees under the MATOC.

If the Government anticipates that it will not provide a finite set of requirements for each project, would the Government consider removing “maximum” from the Fee arrangements contemplated in 5.3.7?

No. It is the intent if a contract is awarded on a cost-plus basis that there is a cap over which the contractor cannot exceed without prior authorization and approval.

Would the Government consider adding T&M to the Fee arrangements contemplated in 5.3.7? This would facilitate involvement of more commercial entities / subcontractors.

Individual task order type and structure will be on a case-by-case basis depending on the requirements of each task order.

Will the Government require that only the Prime have an approved Earned Value Management System as noted in 5.3.7, or will subcontractors also be required to have an approved EVMS?

The Prime Contractor will be required to report the project status, cost and progress via EVMS. Sub-contractors do not need to report via EVMS; however, they must provide the Prime Contractor with adequate information for the prime to provide meaningful EVMS reports

Given the expectations of Liquidated Damages, how would the Government expect to accommodate delays driven by the regulations and standards outlined in Article 6?

The Government initially assumes that a contractor bidding on a project would be familiar with the lead times for various regulations and would build it in to their schedule.

To what extent will manufacturing processes be included in the MATOC opportunity? The draft SOW references requirements for A&E and construction projects to include key personnel experience which seem to be written around civil construction activities without much mention of manufacturing processes or technology. However, the briefing slides highlight potential modernization projects at the GOCOs. The inclusion of new manufacturing process technologies will likely be a threshold for many firms on whether they decide to bid on MATOC or a GOCO operating contract solicitation.

This MATOC is for design-build of new manufacturing process facilities on the GOCO facilities. Currently the processes are over 40 years old with no new technology.

How will GOCO modernization be balanced between the GOCO operating contractor and this MATOC effort?

It is the intent of the MATOC contract to provide cost effective solutions to major Modernization projects. There is no pre-determined balance between the operating contractor and the MATOC contractors. That decision will ultimately be on a case-by-case basis depending on the requirements of a particular task order.

Will the task orders be contracted directly with MATOC firms by the US Army or will any contracting be through the Prime Contractor?

It is the intent that each MATOC base contract and subsequent task orders will be solicited, awarded, and administered by ACC-RI. ACC-RI may delegate contract administration authority as it deems appropriate.

48 Will all task orders will be released as design-build?

Each project will be unique. However, the Government does anticipate that task orders will either be design-build or construction services.

49 Will this program be subject the Project Labor Agreements (PLA) requirements.

A recent DoD Class Deviation directs contracting officers to NOT use project labor agreements for large-scale construction projects. FAR 22.5 defines large-scale construction projects as a Federal construction project within the United States for which the total estimated cost of the construction contract to the Federal Government is $35 million or more.

Will Army Contracting Command have specific Rock Island contracting experts (KO’s, COS’s, CM’s) administer this solicitation, or will ACC be relying on local installation contracting officials for each of the subsequent MATOC task orders?

It is the intent that each MATOC base contract and subsequent task orders will be solicited, awarded, and administered by ACC-RI. ACC-RI may delegate contract administration authority as it deems appropriate.

Given that GOCO projects are often confidential and involve sensitive information (e.g., cost, location, technical details), how does Army Contracting Command plan to allow us to demonstrate our experience at these various installations?

In the event proposal information is sensitive in nature, the Government will go through the proper information security protocols.

Will Army Contracting Command publish draft task orders so the industry can comment in advance of the solicitation?

Each Request for task order Proposal (RTOP) will be prepared based on the project requirements and the Government will determine terms and conditions for each.

Depending on the complexity of each project, the Government may release a draft RTOP for Industry comment and feedback on terms and conditions.

Would Army Contracting Command be open to the use of a Best Value selection for orders involving specialized work that may require specific previous experience to reduce the government’s risk of performance? Alternatively, please confirm LPTA will be used for all task orders.

Individual task order type and structure will be on a case-by-case basis depending on the requirements of each task order.

Does Army Contracting Command anticipate asking for Quality Control Managers (QCM’s) and Site Safety Health Officers (SSHO’s) with unique qualifications for these orders? For instance, will QCM’s be required to hold PE licenses, or SSHO’s required to have a certain level of Munitions facilities experience or special certifications?

Typically, due to the anticipated size of the task orders, the Government will require both a quality Control Managers (QCM’s) and Site Safety Health Officers (SSHO’s). Specific certifications will be spelled out in the MATOC and subsequent task orders. Typically, munitions facilities experience is desirable but not required.

Will selected MATOC contractors be permitted to focus on TO’s relative to one or two preferred sites without penalty or is it the intent that contractors must respond to TO’s for all six sites?

Each MATOC Contractor shall have the capability to execute projects at all GOCO sites within the scope of work. There is currently no requirement that MATOC contractors respond to each and every Request for task order Proposal. However, if a pattern develops where a MATOC Contractor is habitually not submitting proposals, off ramping procedures may be initiated.

What is the rough percentages of new construction versus renovation of existing facilities under the MATOC program?

At this time, the Government anticipates that all projects will be new construction of process facilities.

Who from the government’s side will be responsible for performing Quality Assurance activities – i.e.: ACC, GOCO, USACE, third-party contractor? Could this vary by TO?

It is intended that the Government will be responsible for Quality Assurance. The specifics will be on a case-by-case basis depending on the requirements of a particular task order.

Is there a base level of participation in TO’s that is expected and/or that sets the threshold for termination as stated in 5.3.5 of the Draft Version Statement of Work? i.e.: if a contractor is at capacity with work and unable to reasonably participate in new TO’s until capacity allows, will this set us up for poor performance evaluations?

A Contractor will not be penalized for not submitting a proposal on every Request for task order Proposal. However, if a pattern develops where a MATOC Contractor is habitually not submitting proposals, off ramping procedures may be initiated.

Will a GOCO Operating Contractor at one of the GOCO facilities identified, also be given the opportunity to submit a proposal for GOCO MATOC construction services even if not selected for the MATOC?

Only MATOC contract holders will be allowed to submit proposals for task orders solicited under this MATOC. GOCO Operating Contractors that are selected for this MATOC will be allowed to submit proposals for task orders solicited under this MATOC. GOCO Operating Contractors that are not selected for this MATOC will not be allowed to submit proposals for task orders solicited under this MATOC. It is the intention that a support agreement between the Operating Contractor and the Government will be established in coordination and discussion with the Contractor executing the task order. The specific details will be spelled out in each individual task order.

Please confirm the maximum number of Awardees who will be invited to participate in the program.

A maximum number of Contractors has not been established. The Government intends to award to all qualifying Contractors.

What will be the MATOC selection/award criteria? Will the selection criteria be qualifications based?

The source selection plan is currently being developed. It is intended that a draft RFP will be issued for industry feedback - to include anticipated selection criteria

Will awards be considered based on geography; the contractors nearest to a site, if otherwise qualified is limited to awards at that site?

While the MATOC award criteria is being assembled and will be included in the final draft of the MATOC request for bid, geography will not be a basis for award.

Various award criteria for task orders are listed in the Draft Contract I RFP- is the general intent to utilize a low bid approach as much as possible, or is there an ability to competitive award a task on qualifications, and then negotiate pricing?

Individual task order type and structure will be on a case-by-case basis depending on the requirements of each task order.

What is the expected contract model for the awarded task orders? Fixed price, cost reimbursable, other?

Individual task order type and structure will be on a case-by-case basis depending on the requirements of each task order.

Will the MATOC planned spends (budget) under this program be intermixed with the GOCO capex programs or Army Corp. MATOC, or are each separate?

This is strictly Army modernization funds for the modernization of Army Ammunition Plants

Is it anticipated that each awardee proactively negotiate the agreement with the GOCO ahead of responding to Task RFPs or will that be accomplished with initial award at a site?

It is the intention that a support agreement between the Operating Contractor and the Government will be established in coordination and discussion with the Contractor executing the task order. The specific details will be spelled out in each individual task order. The Government intends to provide as much information as possible in the Request for task order Proposal related to support requirements from the GOCO Operating Contractor.

For the access agreements referenced with each GOCO, is there a standard template each GOCO uses for these types of engagements? If so, can that format be shared with the bidders?

It is the intention that a support agreement between the Operating Contractor and the Government will be established in coordination and discussion with the Contractor executing the task order. The specific details will be spelled out in each individual task order. The Government intends to provide as much information as possible in the Request for task order Proposal related to support requirements from the GOCO Operating Contractor.

Are new construction projects and site improvements constrained by the $9M minor MILCON or the $7501< O&M threshold? Specifically, is the construction considered MILCON or O&M major rehabilitation?

No, this is not MILCON.

Earned Value Management System - Initial documents indicate this would apply to all Task awards, this does not seem to comply with the threshold based approach for EVMS the FAR recommends. Will this be further defined?

Yes, EVMS requirements will be further defined in the draft RFP. EVMS requirements will follow the requirements in the FAR and apply on a case-by-case basis.

With this contract intended to be a MATOC- and thus have multiple contractors -is it necessary to utilize the Cost Works Estimating platform as listed in the Draft Contract/ RFP? Our experience has been these systems are utilized in SATOC's or situations with only a single contractor, and they necessitate a bidding process to establish a fixed multiplier that is utilized on various line pre-priced line items in that system. This does not seem necessary for a MATOC contract and becomes challenging for significant size projects.

No , PL JS does not use Cost Works

The draft RFP states that most, if not all, task orders will be competed among multiple contractors on the MATOC. Section 5.3.6 describes the approaches which are typical for competitively priced fixed price contracts. Given this, it's unclear why Section 5.3. 7.1 and 5.3. 7.2 are needed since cost-plus contracts are usually for cost-reimbursable contracts. Will some of the task orders be cost-reimbursable contracts?

Individual task order type and structure will be on a case-by-case basis depending on the requirements of each task order.

If the authorizing authorities for this program allow, would a collaborative delivery model such as Progressive-Design Build (PDB) be considered? It appears the RFP is describing a design-build process where the contractor is designing and building the entire scope for each task order which is more of a PDB model.

Private sector owners prefer PDB for large industrial projects due to the significant benefits PDB provides for early contractor constructability input, and then cost and schedule certainty.

The government may consider PDB on a case-by-case basis depending on the requirments and scope of the project.

How much percentage of the work will be required to be self-performed?

Industry recommended best practice is a minimum of 40% to 50%.

This approach is being discussed but no firm decisions have been made at this time.

74 What level of security clearance be required to perform the work? Security requirements will be defined for each task order.

What do you anticipate will be the split of Design Build and Design Bid Build Work?

100% Design-Build and construction MATOC

Joint Services will determine how this Design-Build MATOC will be used, but what attributes drive the use of this vehicle vs USACE or GOCO engagement?

The Government will evaluate each project and decide the best course of action.

Generally, the MATOC will be used for process-driver modernization projects.

If Design-Build MATOC is used, what role will the GOCO contractors play in this work?

Support and supplying operating work force for the new facility

78 Will alternative delivery methods be used? ECI, IDAC, UCA, etc.? The goal is to award a task order with no alternative delivery method

Will you consider two phase task order procurement and stipends for larger Design-Build projects?

PL JS is always open to responses to RFIs, white papers, and draft RFPs

For Desing-Build projects, how do you intend to procure the Design-Build Bridging Documents/RFP?

It is intended that Statements of work, technical requirements, constraints, reference materials, and contractual requirements will be provided by the government. If designs/plans are available, it is intended that they will be provided in the RTOP. If the project is 100% design-build, the contractor will be responsible for designs/plans.

Understand the government plans to limit Primes to US firms BUT will the government open-up participation with subcontractors or JV partners to include OCONUS firms.

Yes. It is anticipated that a number of the technical subcontractors will be foreign.

If teaming with an OCONUS contractor, the prime must comply with all import/export licensing requirements.

Once this contract is in place, will the industry inquiries for immediate need be shifted to this vehicle?

Each project will be evaluated and a decision will be made to compete it under the MATOC or use other contracting methods.

If a project is to be executed as a task order under this MATOC initiative will the incumbent also be permitted to bid on the opportunity? Would this create a conflict of interest and an unwillingness on behalf of the incumbent to provide a price quote to support other MATOC bidders on task order projects?

The operating contractor will be able to bid on task orders if they are an awardee on the MATOC. The Government intends to execute a contract with the Operating Contractor to obtain support required to excute an individual task order.

How will the MATOC unique design/build project approach (not completing another firm’s design) align with the existing P-25 process at GOCO facilities where the incumbent submits potential project scopes, schedules, and ROM pricing for future site modernization program funding consideration?

The decision to utlize the P-25 process or the MATOC will be made on a case-by-case basis depending on the requirements of a particular task order.

File details come from the government source that posted it. Updated .
