About this opportunity

The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking to establish a Multiple Award Task Order Contract (MATOC) for design, build, and commissioning services at Government Owned-Contractor Operated (GOCO) Army ammunition facilities throughout the United States. This Indefinite Delivery Indefinite Quantity (IDIQ) contract will create a pool of qualified contractors to execute industrial base modernization projects across seven GOCO locations, with the first project anticipated in the second quarter of Fiscal Year 2026. Contractors must demonstrate significant bonding capacity with $200 million for single task orders and $500 million aggregate capacity, maintain an Experience Modification Rate below 1.0, and provide up to four contract references across various specialized categories including energetic materials, material handling systems, and government-owned industrial facilities. The evaluation will utilize a Highest Technically Rated Offeror (HTRO) methodology with a self-scoring matrix totaling 22,400 possible points and requiring a minimum 70% technical threshold rating of 15,680 points. Industry feedback on the revised self-scoring matrix was due September 25, 2025, with additional questions and comments regarding government responses due October 3, 2025, and the final RFP expected for release in October/November 2025.

This procurement does not utilize any small business set-aside, though small business goals will be established at the base contract level, and the government intends to compete individual task orders among MATOC holders using a best value trade-off methodology. The contract documents do not identify any current incumbents or specific contractors currently providing these services. While no overall contract ceiling value is specified, the substantial bonding requirements of $200 million per task order and $500 million aggregate suggest this is a high-value, long-term contracting vehicle capable of supporting large-scale industrial modernization projects. The government has indicated willingness to conduct one-on-one industry sessions to facilitate contractor feedback and has established a structured process for collecting industry input through designated points of contact Rebecca S. Bernard and Benjamin J. Gillen. The solicitation encompasses a broad scope of potential work including infrastructure development and manufacturing process improvements at ammunition production facilities, with contractors evaluated on their past performance in domestic projects within the last 15 years across multiple specialized experience elements.
