About this opportunity

This Special Notice announces a Virtual Industry Day for the Lake City Army Ammunition Plant (LCAAP) Microgrid and Combined Heat and Power Construction Project, hosted by the U.S. Army Corps of Engineers Louisville District. The notice was originally posted on February 26, 2026, and subsequently updated on March 6 and March 16, 2026, to correct the solicitation number from W912QR26RA036 to W912QR26RA041 and to provide supplementary documentation. The Virtual Industry Day took place on March 5, 2026, and was attended by 87 participants, including 10 USACE organizers and 77 industry representatives. This Special Notice provides advance information regarding an upcoming Design-Bid-Build construction solicitation that is estimated between $25 million and $100 million. The procurement is open to all contractors without set-asides and will be evaluated on a best value trade-off basis.

The project objective is to construct a 15 megawatt combined heat and power plant at LCAAP in Independence, Missouri, featuring two 7.5 MW combustion turbines, heat recovery steam generators, a black-start diesel generator, comprehensive electrical distribution systems, and an advanced microgrid control system capable of parallel, island, and black-start modes of operation. Contractors must obtain current CMMC Level 2 self-certification verified in the Supplier Performance Risk System (SPRS) prior to proposal submission and maintain this certification throughout contract performance to access the Controlled Unclassified Information (CUI) technical package through the Procurement Integrated Enterprise Environment (PIEE). The solicitation is scheduled for March 2026 release with proposals due by the end of April 2026 and award anticipated in July or August 2026. Key requirements include compliance with environmental excavation and waste management procedures specific to LCAAP, coordination with the local natural gas utility provider (Spire Energy), adherence to a Defense Priorities and Allocations System (DPAS) DO-C2 rated order, and submission of a small business subcontracting plan for large business offerors. Security requirements include employee badge renewal every 30 days, vehicle searches, and Real ID verification effective May 7, 2025, with all proposals required to be submitted through PIEE rather than traditional SAM.gov channels.

Please join us March 5, 2026, for a virtual Industry Day hosted by the Louisville District Office for the ERCIP Lake City Army Ammunition Plant Microgrid and Combined Heat and Power Construction Project.

Please see the related notice for more information on the project that has been posted to SAM.gov.

Description: The proposed project is a Design-Bid-Build construction of a microgrid system powered by two 7.5 MW combined heat and power (CHP) combustion turbines with dual-fuel capable natural gas and propane fuel systems that make a 15 MW CHP power/heat production plant. The CHP will include heat recovery steam generators (HRSGs) and supplemental exhaust duct firing along with a black start diesel generator. The project will include all electrical distribution equipment and underground duct bank needed to connect to the existing electrical infrastructure. Microgrid controls will be installed to manage various modes of operation to include parallel mode with existing utility, island mode, and black start mode. The microgrid control system will be state of the art and will be integrated with two existing substations at four points of common coupling for seamless operation and load shed capability with the ability to island during a utility grid outage and leverage load shedding to balance microgrid supply and demand during islanded operation, and resynchronization with the grid upon grid restoration.

The project will install all piping and equipment needed to connect the CHP to the installation’s existing natural gas, steam, condensate, and water infrastructure and operate in tandem with the installation’s existing central heating plant. The microgrid will have industrial grade controls with a new control room located in the central heating plant. Environmental controls will be through the use of low NOx turbines and duct burners. The project also includes backup propane fuel storage/supply system, site improvements, demolition, full air permitting, communications, cybersecurity, and full commissioning.
