About this file

This is a Questions and Answers document from the LCAAP (Lake City Army Ammunition Plant) Virtual Industry Day addressing contractor inquiries regarding a federal construction project. The document covers nine key topics affecting proposal preparation and contract performance.

Electrical and environmental work includes duct bank, above-ground, and overhead electrical distribution cabling modifications between Building B15 and distributed switchgears and substations, with details available in plans and specifications. Environmental soil abatement and disposal must comply with Superfund classification requirements outlined in document LC-4367C. The prime contractor is responsible for coordination with the local natural gas utility provider (Spire Energy) throughout construction, as demand requirements are subject to change. The contract will include a DO-C2 rated order under the Defense Priorities and Allocations System (DPAS). Critical requirements include mandatory Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance: contractors must obtain current CMMC Level 2 certification verified in the Supplier Performance Risk System (SPRS) prior to solicitation issuance to access the Controlled Unclassified Information (CUI) technical package, and must maintain this certification at proposal submission and throughout contract life. A Project Labor Agreement (PLA) applicability is under analysis following a market survey. The Government acknowledged industry feedback regarding the April 2026 proposal due date and committed to reviewing solicitation response time to ensure adequacy for competitive proposal development, with any changes to be formalized via solicitation amendment.

Question & Answers LCAAP Virtual Industry Day

1. Are there any duct bank, above ground, or overhead electrical distribution cabling modifications required between B15 and the distributed switchgears and substations?

a. Yes. You must see the plans and specifications for specific details.

2. Can the facility provide us with a preferred contact for the abatement and disposal of soils who are familiar with the constraints of the Superfund classification?

a. Attached is LC-4367C, which defines the Environmental Review & Waste Management Instructions for: Excavation Permits on Lake City Army Ammunition Plant. This document is also included as an attachment to the project specifications.

3. Is the prime contractor responsible for coordination and communication with the local natural gas utility provider?

a. Yes. The designer of record (CEHNC) did communicate with the Natural Gas provider (Spire Energy) during the design phase to confirm availability of natural gas, but additional follow-up must be required during construction as things are very dynamic and subject to change based on changing natural gas demand requirements in the local area.

4. Has the government considered the productivity impacts of document control protocols with full flow down of 252.204-7021 and evaluated if the documentation for this project falls under the need for that level of protection? Has segregation of the drawings and documents been considered to reduce the volume of documents requiring that level of control?

a. The Government has evaluated the security requirements for this acquisition. The solicitation documents will be marked in accordance with DoD policy and will identify any information determined to be Controlled Unclassified Information (CUI).

The prime contractor is responsible for complying with all safeguarding requirements for any information designated as CUI in the solicitation. The methods by which the contractor ensures this compliance are a matter of their internal security procedures.

5. Implementation of CMMC protocols and instituting a PLA will both negatively impact the ability to engage small and disadvantaged businesses in our experience. If small business participation is a priority, has limiting of one or both of these initiatives been considered?

a. CMMC: This is a non-negotiable DoD security mandate required to protect project information and cannot be waived.

b. Project Labor Agreement (PLA): As stated, the applicability of a PLA is still being analyzed. To inform this decision, the agency conducted a PLA Market Survey to gather industry feedback. The results are currently being evaluated as part of our formal due diligence process.

6. Will any of LCAAP ERCIP be DPAS rated?

a. Yes, the contract awarded for this project will include a DO-C2 rated order under the Defense Priorities and Allocations System (DPAS).

7. Does every subcontractor, equipment supplier, consultant that I would send the CUI to so they can provide me a bid need to have the CMMC Level 2 certification? If the answer is no, I don’t understand how requiring the Prime Contractor to have the certification controls the CUI information. As soon I send it to them, I have no idea how many companies they send it to and what if any controls they put on it.

a. The prime contractor is responsible for meeting all security requirements as stated in the solicitation. The methods by which the prime contractor ensures compliance throughout its supply chain are a matter of the contractor's own internal control policies and business processes.

8. Is it possible to modify the requirements so the Prime needs to have the current CMMC Level 2 self-certification at the time of bid award?

a. There are two distinct CMMC requirements for this acquisition, both of which are mandatory.

i. To Receive the CUI Technical Package: To gain access to the Controlled Unclassified Information (CUI) contained in the solicitation attachments (including drawings and specifications), a contractor must have a current CMMC Level 2 certification that has been verified in the Supplier Performance Risk System (SPRS) prior to the solicitation being issued. This is a prerequisite for viewing the controlled documents.

ii. To Be Eligible for Award: To be considered for award, an oƯeror must have a current CMMC Level 2 certification at the time of proposal submission and must maintain this certification for the life of the contract

9. The bid due date in April 2026 is extremely tight. Based on my experience it takes me a few weeks to finalize scopes with the 10-20 companies I need to acquire bids from to provide a complete firm fixed price. In turn, they typically need 3-5 weeks to obtain and finalize their pricing before they can send it to me. I then need a couple of weeks to review and finalize. If you are looking for feedback on the duration we typically expect for a project like this, I would say 3 months is more typical.

a. The Government understands the complexity involved in preparing a comprehensive proposal for a project of this magnitude. We will take this feedback into consideration and review the solicitation response time to ensure it is adequate for industry to prepare competitive and well-developed proposals. Any changes to the proposal due date will be formalized via an amendment to the solicitation.
