This is a full and open procurement with HUBZone price evaluation preference applied.

Place of performance is Independence, Missouri. The project scope includes two 7.5 MW combustion turbines with heat recovery steam generators, propane storage tanks, steam distribution infrastructure, electrical interconnection equipment with integration into two existing substations, environmental controls, and full commissioning and testing. All contractor information systems processing Federal Contract Information or Controlled Unclassified Information must achieve Cybersecurity Maturity Model Certification Level 2 (Self) minimum. Proposals must include past performance examples, technical approach with management and schedule narratives, small business participation plan with minimum 20 percent goal, and proof of bonding and financial capability. The contractor must begin work within 10 calendar days of receiving the Construction Notice to Proceed and complete all work within 1,014 calendar days, with liquidated damages of $4,430 per calendar day for schedule overruns. Evaluation uses best value trade-off methodology with non-price evaluation factors (past performance, technical approach, small business participation) considered approximately equal to price.
