About this file
This document is an Industry Day briefing for the Lake City Army Ammunition Plant (LCAAP) Microgrid and Combined Heat and Power Project, held on March 5, 2026, by the U.S. Army Corps of Engineers Louisville District.
The project is a Design-Bid-Build (D-B-B) construction solicitation with an estimated magnitude of $25 million to $100 million and a period of performance of 1,014 calendar days. The solicitation is scheduled to be advertised in March 2026 with award anticipated in July/August 2026 and bids due by end of April 2026 under Solicitation W912QR26RA041. The procurement is unrestricted full and open with HUBZone price evaluation preference and will be awarded via single-phase best value trade-off evaluation. The project will be classified as CMMC Level 2 (self-certified), with portions containing Federal Contract Information (FCI) and Controlled Unclassified Information (CUI) restricted from public SAM.gov posting and distributed through the PIEE (Procurement Integrated Enterprise Environment) Solicitation module. Offerors must maintain current CMMC Level 2 self-certification in the Supplier Performance Risk System (SPRS) and register in PIEE to access complete specifications.
The project involves construction of a 15 megawatt combined heat and power (CHP) plant with microgrid capabilities at the LCAAP facility in Independence, Missouri, powered by two 7.5 MW combustion turbines (dual-fuel natural gas/propane) with heat recovery steam generators, black-start diesel generator, complete electrical distribution equipment, microgrid control systems, and all associated mechanical, electrical, civil, structural, and environmental work. Evaluation criteria include past performance on similar projects, technical approach, and small business participation plan (a rated factor for all offerors regardless of size). Large business offerors must submit a small business subcontracting plan prior to award. Security requirements include employee badge renewal every 30 days, vehicle searches, Real IDs effective May 7, 2025, and law enforcement vetting. All proposals must be submitted via PIEE with instructions provided in the solicitation package, and attendees are instructed not to wait until the last minute for submission.
