About this opportunity

The U.S. Army Corps of Engineers Louisville District (USACE) has published a Special Notice regarding its intent to sole source specific equipment for the Lake City Army Ammunition Plant Microgrid and Combined Heat & Power System construction project. This is not a competitive solicitation; rather, USACE intends to include sole-source brand requirements for Schweitzer Engineering Laboratories (SEL) multifunction protection relays and power system controllers in the forthcoming construction contract. The Special Notice provides interested parties with an opportunity to challenge this sole-source determination by submitting capability statements that demonstrate their ability to meet the stated requirements. The project falls under the Power and Communication Line and Related Structures Construction category (NAICS 237130) and involves utilities construction (PSC Y1NZ).

All responsible sources may submit a capability statement to demonstrate their ability to fulfill the multifunction protection relay and power system controller requirements specified by USACE. Capability statements must be received in writing no later than 1:00 PM ET on February 25, 2026, and directed to alexa.l.dukes@usace.army.mil. Submissions must contain sufficient detail to enable USACE to evaluate whether the interested party can meet the described requirements and perform the necessary work. This Special Notice period serves as the formal notification process for sole-source justification, allowing any entity with relevant capabilities to present their qualifications before USACE issues the actual construction solicitation. The objective is to ensure that USACE has considered all responsible sources capable of meeting the technical specifications for this critical infrastructure project at the Lake City Army Ammunition Plant.
