Key qualifications include a Program Manager with 10 years of government event management experience and a Competition Director with 10 years of drill and ceremony event experience. The evaluation will focus on the contractor's background in hosting similar national video competitions or online judged events, with quotes due on January 21, 2025, at 11:00 AM Eastern Time. Questions from potential offerors must be submitted by January 20, 2025, at 11:00 AM Eastern Time.

The performance period is from February 8 to March 3, 2025, with all services to be performed at the Marine Corps Training & Education Command in Quantico, VA. The contract will require the contractor to provide all personnel, equipment, and services to evaluate performances using MCJROTC Universal Drill Cards, with each event judged by two judges. The contractor must set up video upload capabilities, maintain phone availability during standard business hours, and provide final spreadsheets with team scores and rankings. Award will be based on price and other factors, including past performance evaluated through the Supplier Performance Risk System (SPRS), with a focus on the contractor's ability to effectively manage and grade the virtual drill competition.
