Part 1 General Information

1. General: This is a non-personal services contract to provide video judging of Marine Corps JROTC (MCJROTC) Cadets performing close order drill. The requirement is for the vendor to review 270 video recordings of Cadets platoons performing close order drill. The total cumulative viewing time of 4050 minutes (90 hours). The vendor will score the event by using the MCJROTC Universal Drill Cards. Each graded event will be judged by two judges.

This competition will have three performance events (Regulation Drill, Exhibition Drill & Color Guard) Cadets will compete in all three events as part of one of two Divisions.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the specified score sheets in this Performance Work Statement. The contractor shall perform to the standards in this contract.

1.2. Objectives: The contractor shall use the MCJROTC Universal Drill Cards and score sheets to determine the MCJROTC national Qualifiers for both the Unarmed Division and Armed Division. A total of 270 fully judged score sheets. Each drill division comprises Regulation Drill, Exhibition Drill, and Color Guard.

1.3 Government Point of Contact: The government Point of Contact (POC) will be provided upon award of the contract.

1.4 Scope: The vendor shall provide a final spreadsheet of all team’s scores in each drill division, using the proportional scoring spreadsheet that will be provided by MCJROTC. The evaluation includes: all score sheets, unarmed and armed division rankings, and unarmed and armed element ranking,

1.5 Period of Performance: The drill videos will be forwarded to the contractor via an electronic uploading platform between 8 Feb - 03 March 2025, and all videos will be scored with final totals by 3 March 2025. All evaluated score sheets will be provided via PDF format to MCJROTC on 3 March 2025.

1.5.1 Hours of Operation: The contractor will be available by phone from 0800-1600 Monday through Friday during the POP.

2. Type of Contract: The government will award a firm fixed-price contract.

3. Government Furnished Items and Services.

3.1. Services: The government will supply the contractor with all necessary references for scoring, score sheet templates, scoresheet instructions, and example videos for each of the graded events.

3.2 Grading. The drill performance shall be graded using the grading rubric as depicted on the Universal Drill cards, but can be altered as needed by the contractor to facilitate the nature of a video competition.

3.2.1 The vendor will set up a specific account for the purpose of video uploads. The vendor will provide instruction for uploading and provide assistance to Drill competitors in the correct uploading process.

3.2.2 The videos will be recorded in a minimum of standard definition.

The vendor will provide the Government with daily updates during the collection period, this update will include the competitor’s school and date & time received.

4. Professional Staff

4.1 The vendor shall use professional staff who are expected to have a keen working knowledge of the references as listed in 3.1.2. The vendor shall provide the government with a by name list of all judging staff, the vendor’s list will include the professional qualifications of each judging staff member. The vendor will ensure that all judging staff are familiar with the references, have prior judging experience, and be affiliated with the military in a way that gives them insight into what the cadets are doing.

4.1.2 Due to potential conflict of interest, judging staff may not be current working Marine Corps JROTC instructors.
