About this opportunity
The Department of the Army National Guard seeks monthly HVAC maintenance services for facilities at the Estate Nazareth Military Compound on St. Thomas, U.S. Virgin Islands, with quotes due September 18, 2026 (amended from September 15). This is a 100% small business set-aside restricted to Women-Owned Small Businesses (WOSB), foreclosing non-certified offerors. Amendment 0001 was issued September 8, 2026, incorporating updated performance work statement, government responses to industry questions, and adding FAR Clause 52.222-90 (DEI discrimination compliance).
Place of performance is St. Thomas, 00802, USVI. Work encompasses preventive maintenance for two facility groups at SFC Leonard B. Francis Readiness Center and Field Maintenance Shop #2, plus corrective repairs on an as-needed basis. Services include condenser and air handler cleaning, filter and belt replacement, motor lubrication, condensate line and drain pan cleaning, refrigerant leak inspection and repair, coil washing, and vent/register cleaning. Monthly maintenance is performed Monday through Friday, 8:00 a.m. to 5:00 p.m. All contractor employees must hold required air conditioning system licenses, complete AT Level 1 and OPSEC training within 30 days, submit DD369 police record checks within 10 days of award, and obtain security clearances as specified. Routine service calls require 24-hour response; corrective repairs are limited to minor work valued at $2,500 or less, with all work requiring written Contracting Officer Representative authorization.
The base period runs September 29, 2026, through September 28, 2027, with three one-year option periods extending through September 28, 2030. NAICS is 238220; PSC is J041. Service Contract Act prevailing wages apply; hourly rates range from $11.42 to $53.73 depending on occupation, plus mandatory health and welfare, paid vacation, and paid holidays. Offerors must submit a maximum 10-page technical approach, past performance documentation, and pricing via the provided price table. Evaluation weighs technical approach as most important, past performance as next, and price as least important, using best-value tradeoff methodology. Offerors with Marginal or below CPARS ratings in the past five years for similar services will be deemed unacceptable. A mandatory government-led site visit is scheduled for September 10, 2026, at 10:00 a.m. AST; offerors must contact Mr. Byron Todman (byron.a.todman.civ@army.mil) or Ms. Andrea Bryan-McIntosh (andrea.a.bryan-mcintosh.civ@army.mil) to submit attendee names and receive compound entry requirements.
