About this file

This is a Solicitation Question and Answer Log for federal contract W9127P26RA002, documenting 24 contractor questions and government responses regarding a comprehensive HVAC maintenance requirement for a facility in St. Thomas, U.S. Virgin Islands.

This is a 100% Total Small Business Set-Aside acquisition for HVAC preventive maintenance services estimated below the Simplified Acquisition Threshold (SAT). The requirement includes monthly fixed-price preventive maintenance services plus cost-reimbursable corrective repair line items capped at $10,000 per period. The contract term consists of one 12-month base year and three 12-month option years. A pre-bid site visit was scheduled for September 10, 2026, at 10:00 AM AST. Service Contract Act wage determinations apply to this effort. Offerors may submit past performance for subcontractors, but at least one project must be from the prime contractor. Massachusetts-based primes may utilize U.S. Virgin Islands-based HVAC subcontractors for field performance if the subcontractor holds a Virgin Islands business license, Certificate of Good Standing, and HVAC license. No bonding is required; however, insurance compliance per FAR 52.228-5 is mandatory. The corrective repair CLINs cover minor repairs only, with all costs including shipping and material handling included in contractor estimates. Major repairs, parts replacement, or unit replacement are not permitted under this contract. Monthly maintenance invoices must be submitted through WAWF. Technical Exhibit 4 was added to the PWS providing specific HVAC system manufacturer, model numbers, capacities, and refrigerant types to support accurate contractor pricing.

21 PWS PWS 1.4 N/A

There is a discrepancy regarding the number of option periods: the Performance Work Statement (PWS) references four (4) option years, whereas the SF-1449 and Attachment 0003 Price Table only list three (3) option years. Could the Government please clarify the total number of option years intended for this contract and confirm if a revised Attachment 0003 will be issued?
