About this opportunity
The Department of Homeland Security's Federal Protective Service is seeking a contractor to install and maintain a Video Surveillance System (VSS) at the Paul D. Wellstone Federal Building located at 212 Third Avenue South in Minneapolis, Minnesota. The procurement involves providing all labor, materials, management, expertise, and technical services for the initial installation of the security system, followed by optional annual maintenance periods extending through November 30, 2030. Contractors must submit comprehensive quotations including detailed technical specifications, past performance documentation from the last three years, itemized pricing information, and comply with strict submission requirements including both full and redacted versions of their proposals. The evaluation process considers non-price factors as more important than price, with the government reserving the right to limit the competitive range and potentially not evaluate all received quotations if initial submissions demonstrate high technical quality. The solicitation was originally due August 25, 2025, but has been extended to August 29, 2025, with questions having been due by August 7, 2025.
This opportunity is designated as a total small business set-aside under NAICS code 561621 (Security Systems Services) with a size standard of $25 million. The initial installation period runs from October 1, 2025, through November 30, 2025, with the contractor required to complete the VSS installation within 60 business days after receiving the Notice to Proceed. The contract structure includes the base installation period followed by optional annual maintenance periods, though specific contract values are not disclosed in the available documentation. All work will be performed at the federal building in Minneapolis, Minnesota, with contractors required to sign a Non-Disclosure Agreement to access the complete Statement of Work due to the sensitive security nature of the project. The government has specified that no progress or partial payments will be made, requiring contractors to plan their cash flow accordingly throughout the contract performance period.
