About this opportunity
The Department of the Air Force Air Combat Command seeks installation of a new audio/visual intercom system for the Air Traffic Control Tower at Ellsworth Air Force Base, South Dakota, with proposals due July 3, 2026. This is a total small business set-aside, single-award, firm-fixed-price procurement. Place of performance is Ellsworth Air Force Base, Box Elder, South Dakota (Building 7104, 814 Kenney Road). The contractor must remove the existing inoperable voice-only intercom system from the 2nd, 3rd, 6th, and 8th floors and install a new 2-way audio/visual capable system on those floors, plus replace an existing telephone on the 1st floor entrance foyer with a call button featuring audio and video capability. The system must be closed (no internet dependency), AC powered, IP-based on an isolated local network, with hierarchical call routing to the tower cab first, then to other floors, and inter-station calling capability across all floors. The contractor is responsible for equipment removal, installation, wall mounting or shelf placement, site cleanup, debris removal, damage repair, operating instructions, and training to facility management.
The estimated contract value is nineteen million dollars. Performance period is 180 calendar days from contract award. NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors; PSC is N059. A mandatory site visit occurred June 16, 2026; questions were due June 18 at 12:00 PM MDT. Award will be made based on best value, evaluating price and technical acceptability. Offerors must be registered in SAM with a valid CAGE code, submit completed SF 1449, pricing breakdown, and a written technical proposal with comprehensive system specifications and detailed project schedule. Service Contract Act wage rates apply per Wage Determination 2015-5367 for South Dakota counties Custer, Meade, and Pennington.
