About this file

This is a Questions and Answers document for Air Force Solicitation FA469026Q0030 regarding replacement of an ATC (Air Traffic Control) Intercom System at a control tower facility.

The document addresses 11 clarifications on project requirements and constraints. Key technical clarifications include: inaccessible or abandoned wiring within existing infrastructure may remain in place; existing conduits, cable pathways, and risers may be reused if serviceable; a locally managed IP-based intercom system operating on an isolated local network with no internet or cloud connectivity is acceptable; CAT6 cable color should be blue or green for unclassified systems; and touchless sensor buttons should be disabled with only physical buttons functioning. The Government requires a written test report at project completion, with system acceptance determined by demonstrating functionality in accordance with Section 5 Contract Objectives of the Performance Work Statement to the Facility Manager or designated representative. Regarding site logistics, the elevator is operational but unreliable due to age and may be unavailable for extended periods. No hazardous materials were reported in the control tower, though an inspection report is available for review. The Government will not issue blanket waivers to Buy American Act requirements; however, offerors may request nonavailability exceptions by submitting comprehensive market research with their proposals, which will be evaluated during source selection. The Government indicated uncertainty on several specifics, including exact CAT6 cable length requirements and conduit needs, noting that site visits would be necessary to determine these details.

Solicitation FA469026Q0030 – ATC Intercom System Questions and Answers

1. Question: Paragraph 4(a) of the Performance Work Statement requires removal of all pre-existing intercom equipment and wiring. Please clarify whether inaccessible or abandoned wiring is located within existing conduits, risers, walls, ceilings, or structural spaces may be decommissioned and left in place, or if complete extraction and removal of all existing wiring is required.

• Answer: Inaccessible or abandoned wiring located within existing conduits, risers, walls, ceilings, or structural spaces may be decommissioned and left in place.

2. Question: Please confirm whether existing conduits, cable pathways, risers, and routing infrastructure associated with the current intercom system may be reused for installation of the replacement system where deemed serviceable by the contractor.

• Answer: Existing conduits, cable pathways, risers, and routing infrastructure associated with the current intercom system may be reused for installation of the replacement system where deemed serviceable by the contractor.

3. Question: Paragraph 4(g) states that the intercom system must be a closed system with no internet dependency. Please confirm that a locally managed IP-based intercom system operating solely on an isolated local network, with no cloud connectivity and no internet dependency, is acceptable.

• Answer: According to the Communications Squadron, a locally managed IP-based intercom system operating solely on an isolated local network, with no cloud connectivity and no internet dependency, is acceptable.

4. Question: Please clarify the Government's acceptance testing requirements for this project.

Specifically, is a written test report required at project completion? Are there any specific documentation deliverables beyond warranty and instructional documents identified in the PWS?

What criteria will be used by the Government to determine successful system acceptance?

• Answer: A written test report is required for project completion. I am not aware of any documentation deliverables required beyond warranty and instructional documents identified in the PWS. As for the criteria to determine successful system acceptance; the contractor will demonstrate to the Facility Manager (or designated representative) the intercom’s ability to function IAW section 5 Contract Objectives of the PWS.

5. Queston: Is the Government aware of any asbestos-containing materials, lead-based paint, or other hazardous building materials within the areas where work associated with this project will be performed?

• Answer: No HAZMAT was reported in the control tower. An inspection report is available if any of the contractors would like to view it.

6. Question: Could you please provide the required length of CAT6 for this installation?

• Answer: I do not have the length of CAT6 required for the project. The building from the basement to the tower cab is approximately 100’; however, any answer I give would be a guess.

7. Question: Please confirm if there is a specific color requirement for the CAT6 cable?

• Answer: CAT6 cable is typically blue or green for unclassified systems.

8. Question: Please confirm if the touchless sensor button will be acceptable as a call button? As we have an option available in which the call button is touchless but if it is not acceptable, we can disable the touchless sensor in the programming so that only the physical button functions.

• Answer: We would prefer to have the touchless sensor disabled so that only the physical button functions.

9. Question: Do we need to remove or provide any conduits?

• Answer: Unknown. This would require a site visit, but a site visit had already been scheduled.

10. Question: Is lift access available for the installers? Or does the installer need to use the stairs?

• Answer: The elevator is currently fully operational, however, due to its age, any malfunction generally results in the elevator being down for weeks at a time while awaiting parts.

11. Question: According to my suppliers there is not an IC supplier that can meet the requirements of the Buy American Act. Can this requirement be waived?

• Answer: The Government will not issue a blanket pre-award waiver to the Buy American Act (BAA). However, in accordance with FAR 52.225-2 (Buy American Certificate), offerors may request an exception to the BAA based on the nonavailability of domestic components. To be considered for a nonavailability exception, the offeror must submit a formal, documented request with their proposal that includes comprehensive market research proving compliant domestic components are not reasonably available. The Government will evaluate any such requests during the source selection process in accordance with FAR 25.103(b). Please note that the submission of an exception request does not guarantee approval, and if a waiver request is denied, the offeror must comply with all BAA requirements to remain eligible for award.
