About this file
This is a Performance Work Statement for the installation of a new audio/visual intercom system in the Air Traffic Control Tower (Building 7104) at Ellsworth Air Force Base, South Dakota. The contractor must remove the existing inoperable voice-only intercom system from the 2nd, 3rd, 6th, and 8th floors and install a new 2-way audio/visual capable system on those same floors. Additionally, the contractor shall remove the existing telephone on the 1st floor entrance foyer and replace it with a call button featuring audio and video capability, preferably in the same location.
The system must be programmed with a hierarchical call structure: the call button first routes to the tower cab (8th floor), and if unanswered, it can then route to the 2nd, 3rd, and 6th floors individually. All stations on the 2nd through 8th floors must have inter-station calling capability. The intercom must be a closed system with no internet dependency and must be AC powered. The contractor is responsible for equipment removal, installation, wall mounting (or shelf placement for desktop devices), site cleanup, debris removal, damage repair, and providing operating instructions and training to facility management personnel. All equipment must meet USAF requirements and be obtained from authorized vendors. The delivery address is 814 Kenney Road, Building 7104, Ellsworth, SD 57706. Work must be completed within 180 calendar days of contract award, with specific scheduling to be coordinated with the primary or alternate facility manager. The contractor must comply with OSHA safety requirements, base security protocols requiring escorts in the controlled tower area, vehicle operations standards, and HAZMART approval for any hazardous materials. Standard base facilities such as toilets on the 2nd and 7th floors and emergency services are available to contractor personnel.

Install a new intercom with 2-way audio/visual capabilities on the 2nd, 3rd, 6th and 8th floors. Install a call button with audio/visual capabilities on the 1st floor foyer.
2. Background: The control tower is equipped with a voice-only intercom system located on the 2nd, 3rd, 6th and 8th floors. Several years ago, the intercom system stopped working. Eventually, the call button was removed and a telephone was installed.
3. Program Objective: The objective of this requirement is for the contractor to install and test a new intercom with both audio and visual capabilities on the 2nd, 3rd, 6th and 8th floors of the control tower to satisfy user’s performance requirements. c) The call button must be programmed to call the tower cab (8th floor) first when activated. The person answering the call must be able to see and hear the person attempting to gain entry.
d) If there is nobody in the tower cab, the call button must have the capability to call the 2nd, 3rd, and 6th floors individually. As with the cab, the occupants on the 2nd, 3rd, and 6th floors must be able to see and hear clearly.
e) All stations on the 2nd, 3rd, 6th and 8th floors must have the capability to call each other.
f) The installer will securely attach all new equipment to the wall in the same location as the old equipment. If the intercom is a desktop device, then a small shelf will be placed at the same location as the old intercom.
