About this opportunity
The U.S. Customs and Border Protection's Border Patrol Canine Academy is seeking to upgrade its existing veterinary X-ray equipment through the procurement of digital radiology software, a workstation/plate, and 24/7 customer support services. The agency requires replacement of its current Windows 7-based Vet Ray X-ray system with the VetRay Technology Model A6504-25 to support critical medical examinations of canines prior to purchase. This procurement follows an "all or none" structure requiring vendors to quote on all items outlined in the Statement of Work, with contractors responsible for delivery, installation, testing, certification, and training of veterinary staff. The solicitation will be evaluated using a Lowest Price, Technically Acceptable (LPTA) methodology, where only the lowest-priced quote will advance to technical evaluation for a single award. Vendors must submit their quotes by August 25, 2025, with quotes required to remain valid until July 1, 2025, and the Contract Specialist Danielle Brandao Lacerda is available for questions at danielle.brandaolacerda@cbp.dhs.gov.
This solicitation does not utilize any set-aside designations and no incumbent contractor information is provided in the documentation. While specific award values are not disclosed, the procurement represents a cost-saving opportunity as the Academy currently outsources canine X-rays at $250-500 per image with 5-10 X-rays conducted daily. The contract includes three primary items (digital radiology software, workstation/plate, and customer support) with a one-year base performance period and requirements for 24/7 customer service support throughout the contract term. All services will be performed at the Border Patrol Canine Academy located at 11617 Iron Soldiers Way, El Paso, Texas 79916. The contractor must provide operations manuals, equipment specifications, and warranty documentation within 30 days of contract award, with the system operating as a standalone unit that will not interface with CBP networks.
