About this file
This Statement of Work (SOW) is for the U.S. Border Patrol Canine (BPK9) Academy in El Paso, Texas, seeking to upgrade its veterinary X-ray equipment. The procurement focuses on replacing the existing Windows 7-based Vet Ray X-ray system, which is critical for performing medical examinations on canines prior to purchase. The required equipment includes Digital Radiology Software, a Workstation/Plate, and 24/7 Customer Support, specifically for the VetRay Technology Model#:A6504-25.
The SOW details specific contractor requirements, including providing 24/7 customer service support, testing and certifying equipment before delivery, and installing the system at 11617 Iron Soldiers Way, El Paso, TX. The contract will have a one-year base period, with the contractor responsible for delivering an operations manual, equipment specifications, and warranty documentation within 30 days of contract award. The system is standalone and will not interface with the CBP network, and no specific security classification is required. Currently, outsourcing canine X-rays costs between $250-500 per image, making this upgrade financially prudent for the Border Patrol Canine Academy.

Statement of Work For
Equipment
1. BACKGROUND:
The CBP Canine Program, headquartered in El Paso, Texas, operates a training delivery site, the Border Patrol Canine (BPK9) Academy in El Paso, Texas. The program supports U.S. Border Patrol's mission-specific canine requirements by providing trained and certified canines, handlers, and instructors prepared to operate in various environments along the Southwest, Northern, and Coastal borders, as well as Special Operations Group locations. BPK9 ensures its curriculum and canine care/ health practices are current, relevant, and aligned with field requirements and industry best practices.
BPK9 Academy currently utilizes the Vet Ray, x-ray machine for medicals and health checks for canines. The existing X-ray machine, established in 2011, operates on a Windows 7 system. Should this system become non-functional, all Canine X-rays would need to be outsourced at significantly higher costs. Each Canine X-ray could cost between $250-500, depending on the medical issue, consultation, sedation, and study. It is required that each Canine undergoes medical X-rays prior to purchase. On average, there can be 5-10 X-rays performed on any given day.
