About this file

This document is a Request for Quote (RFQ) issued by the U.S. Customs and Border Protection (CBP), Office of Acquisition Mission Support Contracting Division, seeking quotes under a GSA MAS contract for a firm fixed price order that includes line items, installation, and training. The solicitation is structured as an "all or none" procurement, requiring vendors to quote on all items outlined in Section 4 of the attached Statement of Work.

The RFQ will be evaluated using a Lowest Price, Technically Acceptable (LPTA) methodology, with initial evaluation focused on price. Only the lowest-priced quote will be forwarded for technical evaluation, and if deemed acceptable, a single award will be made. Vendors must provide a detailed pricing schedule breaking out unit and extended prices, with quotes remaining valid until July 1, 2025. Vendors are required to disclose any assumptions or exceptions to terms and conditions at the time of quotation, with no post-closing modifications allowed. The government reserves the right to modify, amend, or cancel the RFQ as needed.

INSTRUCTIONS TO VENDORS:

The U.S. Customs and Border Protection (CBP), Office of Acquisition Mission Support Contracting Division, intends to award an order under a GSA MAS contract pursuant to FAR 8.405. See attached Statement of Work (SOW) for detailed specifications.

1. Type of Contract/Order: CBP is requesting a quote under your company’s GSA contract for this requirement. The Order will include firm fixed price line items and installation/training.

2. Quote Requirement: This RFQ is all or none (you must provide a quote on all items, or your quote will not be considered for award). The SOW, section 4, contains details of all items required.

3. Pricing Schedule: Quotes shall include a breakout of the total price, including proposed unit and extended prices for each item listed in the SOW, and the combined FFP amount. Quotes must include a sufficient listing/breakdown of all items in order for CBP to make a determination of acceptability. Quotes should remain valid until July 1, 2025.

4. Assumptions, Conditions, or Exceptions: Vendor must submit all (if any) assumptions, conditions, or exceptions taken to any of the terms and conditions of the RFQ, to include any third-party terms and conditions. If not noted in your quotation, it will be assumed that the vendor proposes no assumptions for award and agrees to comply with all the terms and conditions as set forth herein. No assumptions, conditions, or exceptions from either the vendor or any third party will be accepted by the Government after closing of RFQ.

5. Evaluation Criteria: Quotes will be evaluated on a lowest price, technically acceptable (LPTA) basis. All quotes will be initially evaluated according to price. The total evaluated price will be the sum of pricing for all items listed in section 4 of the SOW. Only the lowest priced quote will be forwarded for technical evaluation. If deemed acceptable, no other quotes will be evaluated. If deemed un-acceptable, the next lowest priced quote will be forwarded for evaluation. This will continue in turn according to price. Technical acceptability will be evaluated to determine whether the quote meets or exceeds the acceptability standards for the technical standards listed in the Statement of Work (SOW). The Government intends to issue a single award, and reserves all rights to modify, amend, or cancel the RFQ as required by governmental operations.
