About this opportunity

The Library of Congress is soliciting contracted services to produce a 45-minute documentary video celebrating the Veterans History Project's 25-year evolution, along with supporting promotional materials including a 3-minute trailer, sizzle reels, and marketing pitch decks. Key requirements include conducting up to twelve filmed interviews with Library of Congress staff and participants at the Library's Washington, D.C. location, incorporating archival materials from the VHP collections, and marketing the final product to commercial and streaming network outlets. The contractor must demonstrate ten years of relevant experience through key personnel (project manager, producer, and video/audio engineer), provide technical proposals with draft project plans, submit two video samples, and furnish past performance references from three to five recent contracts. The Library will evaluate proposals using a best-value trade-off methodology, with evaluation factors ranked in order of importance as: technical proposal, corporate experience, video samples, past performance, and price, with non-price factors weighted significantly higher than price. The deadline for offeror questions was March 6, 2026, and proposals are due by 12:00 PM EDT on March 24, 2026, with all amendments providing clarifications on requirements and extending the original deadline by four days.

This is an unrestricted competition with no set-aside designations, and no incumbent contractors are identified. The anticipated total project price ranges from $235,000 to $300,000, structured as a firm fixed-price contract with payment tied to deliverable milestones: 20 percent upon final project plan (May 15, 2026), 10 percent for initial script and storyboard (July 1, 2026), 10 percent for final script (August 1, 2026), 20 percent for draft film (September 1, 2026), 30 percent for completed editing and final film (October 1, 2026), and 10 percent for publicity and marketing materials (October 30, 2026). The base period of performance runs from May 1, 2026, through October 30, 2026, with optional services extending to December 30, 2026 for distribution placement and data analytics reporting. All work, including filming and interviews, takes place in Washington, D.C., with the contractor required to complete three site visits of approximately two to three days each; the Library provides all archival materials in digital format and retains responsibility for rights clearances.
