About this file
This is a Questions and Answers document for a federal contract solicitation (030ADV26Q0054) issued by the Library of Congress for video production services related to the Veterans History Project (VHP). The document provides clarifications on various aspects of the project requirements and contracting procedures.
The primary deliverables include a 45-minute landscape-oriented documentary film celebrating VHP's 25-year history, a 3-minute trailer, portrait-oriented sizzle reels for social media, and promotional materials including pitch decks. The contractor must conduct up to 12 filmed interviews at the Library of Congress location over three site visits (approximately 2-3 days per visit), with multiple interviews potentially conducted on the same day. All archival materials will be provided by the Library in digital format with no digitization required by the contractor. The Library will confirm all rights and clearances for archival use, and only Library-provided assets will be incorporated into the documentary. The contractor may propose a narrator but one is not required, and no custom score is expected. The project must be completed in English with a national target audience focus.
The base contract period runs from May 1, 2026 to October 30, 2026, with film delivery due October 1, 2026 and marketing materials due October 30, 2026. Optional work includes distribution and placement to up to five major streaming services or television networks (for which the contractor must develop customized pitch decks and facilitate introductions), and data analytics and placement reporting through December 30, 2026. The Library anticipates a total project price of $235,000 to $300,000 and will conduct award selection on a best-value trade-off basis. The contractor must price all deliverables as firm fixed prices with separate pricing for each media outlet option. No progress payments or contract financing are available; payment follows inspection and final acceptance of each deliverable. Offerors must demonstrate corporate experience from the past three years only, provide two video samples, and submit past performance questionnaires for federal or private sector contracts.

Questions and Answers
# Question Answer 1 Would you be open to the producer negotiating to secure a recognizable or celebrity narrator?
Offerors may propose a narrator if they wish.
VHP is open to a film with a narrator, or a film without a narrator
2 Regarding the sizzle and trailer assets — do you anticipate using these materials across social media platforms?
Yes
The film delivery is slated for October 1, 2026, with marketing materials due by October 30, 2026. Would you be open to an earlier delivery of select sizzle materials?
We are open to earlier delivery.
4 Are we filming all ~12 interviews in your DC office, or at different locations as well?
The 12 interviews will be at the Library of Congress location.
5 In regard to Section 3.8: Are we creating the promotional material, and you are pitching distribution channels? Or are we identifying the channels and pitching the film directly to them?
Per 3.7.2, offerors should be creating promotional materials, including pitch decks.
Per 3.6.2, the offeror will be pitching the film to the mutually-agreed upon networks.
6 Is there a budget cap that you prefer to stay under? If so, what is the cap? If not, do you have any past contracts of this type that are comparable in scope?
For pricing purposes, the Library anticipates the total price to fall within the range of $235k
- $300k.
Does the Library expect the contractor to secure any guaranteed distribution, or is the requirement limited to preparing pitch materials and making introductions? Will the Library provide existing contacts, or must the contractor rely on its own network?
Per 3.6.2 the offeror does not have to guarantee a station/streaming service will air the completed video. The requirement is to develop compelling pitch materials, create outreach to five major networks, and to facilitate introductions based on the offerors’ network and research. Per 3.6.2 the offeror must create contact lists and facilitate introductions.
8 For the optional media placement and analytics tasks, what does the Library envision as a success? What does the Library envision as a best case scenario?
Measures of success include increased awareness of the Veterans History Project, and that it is pitched to major networks.
9 The schedule of events ties payments to acceptance of major deliverables. To avoid carrying substantial pre‑production costs, does the Library allow mobilization or progress payments to cover early expenses such as research, travel and initial filming, or is the contractor expected to fund all project
The Library does not provide any type of contract financing. The Library does not provide progress payments. The contractor shall be paid following inspection and final acceptance of each deliverable per the schedule.
3/12/2026 Page 2 of 18 activities until each deliverable is accepted? Is it acceptable to provide a cash flow plan that will provide enough funding to cover subsequent phases?
10 What is the budget? See answer 6.
11 Is the kick of meeting one of the 3 visits or another meeting? Can this be completed via zoom or other video capability?
The kick-off meeting can be virtual, but the 3 site visits are required.
12 Representations, certifications and other statements of offerors. Is a copy of the FAR/DFARS report sufficient for this requirement?
The Offeror shall ensure that the annual representations and certification have been completed electronically in the System for Award Management (SAM).
Could the Library clarify the process for accessing Veterans History Project archival materials (e.g., on-site viewing, digital transfer, supervised access, etc.)?
VHP staff will assist the contractor in identifying assets that can be viewed online at loc.gov or transferred through the LOC Media Shuttle, such as archival video of VIP visits and interviews with early directors.
In the event that materials cannot be digitally transferred, they can be viewed onsite during the site visits.
14 Approximately how many total hours of archival video footage are anticipated to be relevant for this project?
The final project should be 45 minutes;
specific archival video footage will be discussed during the biweekly meetings. The Library will provide a listing of approximately ~30-50 oral history interviews (each ranging 30 minutes-2 hours) for the filmmakers to review, as well as recorded footage of approximately ~15 key events in VHP’s 25-year history and past interviews with former staff (each 1-2 hours).
15 Will archival footage be provided as raw/original recordings, previously edited segments, or final rendered assets?
Library collections are raw/original recordings.
Footage of past VHP public events may have been previously edited.
16 What formats currently house the archival materials (e.g., digital files, broadcast masters, legacy formats such as VHS, Betacam, 8mm, etc.)?
All materials will be provided in digital formats.
17 Is digitization of analog materials anticipated under this contract, or will all archival footage be provided in digital formats suitable for immediate post-production use?
All material will be provided in digital formats
18 Will the Library confirm that all necessary rights and clearances for use of archival materials in the documentary and marketing collateral are secured, or is the contractor expected to assist in rights verification?
The Library will confirm all necessary rights and clearances.
3/12/2026 Page 3 of 18
19 Beyond the “up to twelve (12)” participant interviews referenced in the SOW, could the Library clarify the anticipated number of staff and key personnel interviews expected?
We expect 12 current or former staff and key personnel to be interviewed.
How many VO talents are required by sex, race, ethnicity, age, etc.?
What are the language requirements (Other than English)?
Per 3.2.2., the contractor shall develop the video concept using its approach to narrative structure. The approach should determine how many VO talents are required.
The project should be completed in English.
21 For planning and pricing purposes, could the Library provide an estimated number of filming days anticipated per site visit?
Approximately 2-3 days/per site visit.
Are there any restrictions or requirements regarding filming within Library facilities (e.g., lighting, sound equipment, crew size limitations, security constraints) that should be considered during proposal development?
Film crews must work with the Office of Communications and to obtain filming permits and permissions for locations -- and to follow regulations for bringing in equipment. The Library works with film crews to limit disruptions to visitor areas and crowd flow.
Lighting is restricted in some areas where collections are shown. Equipment must generally all be able to fit through airport style x-ray scanners to pass through security screening, with larger equipment offsite by U.S. Capitol Police. VHP will assist in the coordination of this and will accompany the film crew while on the Library’s campus.
23 How does the Library define success for this project (e.g., premiere viewership, earned media coverage, streaming acquisition, engagement metrics, archival visibility, etc.)?
See answer 8.
How many review and revision cycles are anticipated for major deliverables (e.g., script, rough cut, fine cut, trailer, pitch decks)?
There will be two rounds of review, as noted in
4.1 schedule of events (3.4.2- initial script,
3.42 final script, and 3.4.3 draft of film and
3.6.1 complete film). It is expected that portions of the work will be shown during the biweekly meetings to be workshopped.
25 For media distribution, does the Library of Congress desire marketing and media placement only for domestic audiences or global audiences?
Domestic audiences
26 What is the budget range for the overall project?
See answer 6.
27 Would alternate creative treatments that would be more intriguing to streaming services be considered?
Per 3.2.2, the contractor shall develop the video concept using its approach to narrative structure. The contractor shall consult with
3/12/2026 Page 4 of 18
VHP on decisions to be made to incorporate specific archival collections.
28 Is an honorarium expected to be paid by the contractor to each of the interviewees?
No honorarium is expected to be paid.
29 Is it expected that a narrator will be required, or will the story be entirely reliant on interviews?
See answer 1.
30 Is a custom score expected? A custom score is not expected 31 Would it be possible to extend the three to five project examples for corporate experience from within three (3) years to within five (5) years?
Corporate experience and past performance questionnaires shall be limited to the past three (3) years only.
32 Is there an estimated budget range or Government cost estimate associated with this requirement that offerors should consider when preparing pricing?
See answer 6.
33 Will the Library of Congress provide digitized archival materials from the Veterans History Project collections, or should offerors anticipate any digitization or restoration of archival media as part of the scope?
See answer 16.
34 Regarding the anticipated interviews referenced in the Statement of Work, are these expected to occur primarily at the Library of Congress during the permitted site visits, or may interviews be conducted remotely or at alternate locations if appropriate?
See answer 4.
35 Could the Library clarify whether the award will be made on a best-value tradeoff basis or lowest-price technically acceptable (LPTA)?
Per solicitation Section M.1, this is a Best- Value-Trade-Off (BVTO) competition.
36 The solicitation references interviews with up to 12 individuals connected to the Veterans History Project. Will the Library of Congress provide a curated list of interview subjects and access to relevant archival materials, or should offerors plan to assist in identifying and sourcing additional veterans, historians, or subject matter experts as part of the production development process?
As per Section C.3.1.1.B, VHP will identify and provide introductions to the individuals it suggests to be interviewed.
37 Beyond the stated deliverables, are there any strategic goals or outcomes the Veterans History Project would particularly value offerors addressing in their proposals to maximize the impact and reach of the film for public audiences?
See answer 8.
38 Since only the VHP & Library of Congress understand the depth of archived assets
See answer 13.
3/12/2026 Page 5 of 18 available, will a dedicated Library and VHP coordinator be assigned for entire run of project to liaison with the Contactor for advice, location, and transfer of all assets to be used in the Documentary?
39 Is there a specific date for the Premier of this Documentary currently?
Delivery of the final film is expected on October 1.
40 It is understood and necessary that VHP will identify past and current key staff personnel for interview. Our question is one of location and travel, will any of the key personnel you identify reside more than 75 miles of the Library of Congress? If so and it requires travel to a different city/state to interview a participant - can we put that travel in the budget?
See answer 4.
41 Should this option be exercised, will a separate budget for media buy(s) and analytics be generated at time of agreed upon Media and Distribution Plan?
All prices for all deliverables have to be priced in the price schedule and in Section B as part of the proposal.
Does that mean you would consider a contractor that can provide the deliverables in
3.1 - 3.6 and then you’d hire a separate contractor for 3.7 & 3.8?
Offeror must be able to provide all of the requirements and deliverables in the solicitation, including the optional work.
Offers that do not price the options will be determined to be nonresponsive and will not be considered for the award.
No, this would be an optional purchase with the same offeror. Offers that do not price all deliverables will be considered non-responsive.
Section 3.1.1 G: Can you clarify what is meant by agreed upon plan? Feels like you are saying the bid should include samples of plans/costs involved to pitch, distribute, media buy, and track engagement, clicks etc. Once a vendor is selected based on performance in these areas, you would then select/discuss the plan that makes sense based on cost, advertising, and broadcast platforms desired.
Per 3.8.2. The contractor shall present the Library with several choices for potential advertisement/placement (i.e., media outlets), all of which shall be firm fixed price solutions.
After the Library has determined which choices to pursue, the Library will exercise the contract option for the media outlet.
44 Can you clarify that a distribution plan does not equal a guarantee that a major streaming platform will indeed sign a distribution deal.
Rather, for example, the contractor would assure (5) pitch meetings by show runners or entertainment agents before an audience of broadcast/platform decision makers with
Yes, per 3.6.2, the distribution plan does not guarantee placement. The offeror should propose a plan including a compelling presentation for review by the Library of Congress Veterans History Project, document its outreach to five major television stations/networks and/or streaming services, 3/12/2026 Page 6 of 18 hopes to secure a deal to distribute on a platform, such as Netflix for example.
and to create contact lists and facilitate introductions for VHP staff to use.
Can you please clarify what the events are? Is there an anniversary event planned for which this documentary would play for, or is there an event to be filmed and included in the documentary? Also curious what the past events mean? I believe we understand what the VHP collection is, and see the powerful impact the recording of Veteran stories is, but we don’t see clarity on the events per se, and the role they play in the VHP.
In addition to the VHP collection, VHP has conducted public outreach events throughout 25 years of the project. Examples of events include outreach events such as film screenings, performances such as War Words, annual events honoring Gold Star families, and collecting events across the country such as collecting events at universities. Examples of past events and public programs can be found at this link:
https://www.loc.gov/programs/veterans-history-project/about-this-program/vhp-history-timeline/ VHP staff will provide access to photographs and footage of past recorded events.
46 The Period of Performance (POP) for base items begins 05-01-2026 and ends 10-30- 2026. Does the Library of Congress anticipate that all requirements of this RFP need to be completed and accepted by 10-30-2026, or if some final reviews/approvals might extend beyond this date? Ie media distribution, launching of trailers, etc.
All requirements need to be completed and accepted by the end of the POP.
47 Does the Library envision any scope of work being completed outside of the Washington D.C. area. Can the Library confirm all production will be considered local and if not where CONUS will production take place?
All filming will occur in the Washington D.C.
area.
48 Is there any flexibility on this duration, for example, a range of 40-50 minutes, or should the proposal strictly adhere to the 45-minute target?
The proposal should adhere to the 45-minute target.
49 For "Media placements and distribution to media outlets... pursuant to the agreed-upon plan," what level of guaranteed placement is expected?
See answer 44.
50 Is the contractor responsible for securing actual placements and measuring the effectiveness if this requirement is marked OPTIONAL under Section 3.8? Or does the Library only anticipate the vendor will be

51 Is the contractor expected to purchase media directly, or only recommend placements that the Library will procure?
The contractor shall both purchase the media directly and recommend additional placements.
52 What geographic markets should be prioritized (national, regional, veteran-heavy markets, etc.)?
National
53 Are paid social media campaigns included within the scope of media placements?
Yes
54 What campaign duration is expected for each placement (e.g., weeks, months)?
The period of performance will be complete by 12/30/2026.
Does the Library require minimum impression targets or reach metrics?
There is no minimum impression targets or metrics, but the contractor should focus on placements that align to VHP mission and engagement. Contractor will track and report analytics for views, engagement and market reach.
56 Will the Library allow programmatic advertising platforms or only direct placements with outlets?
Programmatic advertising platforms can be used for the trailer, but per 3.6.2, direct placement network pitches are required for the full length documentary.
What target audiences should the five pitch decks address (e.g., media outlets, streaming platforms, educators, veterans organizations, public audiences)?
Per 3.6.2, the five pitch decks should be for five major video streaming services and/or major television stations/networks, to be mutually agreed upon with VHP, such as, but not limited to: Netflix, Amazon Prime, Apple Plus, National Geographic, History Channel, Discovery, PBS, etc.
58 What level of customization is expected between the five pitch decks (minor adaptation vs. fully distinct decks)?
Per 3.6.2, the decks must be customized for the five stations or networks that are mutually agreed upon with VHP.
59 Does the Library expect the contractor to actively use the decks for outreach, or only to create them for Library staff use?
See answer 7.
60 Section C.3.9.1 lists metrics like "Click through rates," "Views per market," etc. Are there specific tools or methodologies the Library prefers for tracking and reporting these data points?
See answer 55.
61 Is the pricing for this optional CLIN expected to cover ongoing data collection and reporting
One-time set-up, with reporting through the end of POP at 12/30/2026.
3/12/2026 Page 8 of 18 for a defined period, or is it a one-time setup and report?
62 While the Library will own "all usage rights to all versions of the final advertisement, and any video, audio, interviews, or placements," could you clarify the contractor's ability to use the produced materials for portfolio/demonstration purposes (e.g., on their website, in proposals for other clients)?
Are there specific attribution requirements or use restrictions to be aware of?
The contractor can use the produced material with the Library’s approval/consent.
63 Does the Library envision the contractor will use any third party stock or music within this Documentary or shall the Contractor anticipate that only client provided assets will be used with original scored music
Only Library-provided assets will be used.
64 Section C.5: Will there be a dedicated point of contact or archivist to assist the contractor in navigating and accessing these materials efficiently?
The contractor primary point of contact will be VHP’s Contracting Officer Representative (COR). VHP will provide a dedicated VHP point of contact to assist in navigating the archival materials.
Section C.5: Shall the contractor anticipate that we’ll need to support this cost within our budget or will the Library supply this resource at no-cost to the contractor?
Per C.5, “COR will provide contractor with access to archival documentation of past events. COR will help direct film makers to specific collections consisting of oral histories, photographs, letter correspondence and other relevant materials derived from the VHP archive.”
66 Can the Library clarify the years of experience for all three key personnel roles and the usage of 10 years? If all three roles are required to have 10 years of experience can the Library please provide more information of the different between the roles.
No, but preferably someone on the team has at least of close to that level of experience.
Section H.7 lists "Program Manager" and "Project Manager" as key personnel with "TBD" names, could you provide more clarity on the intended distinction and responsibilities of these two roles within the project structure?
Understand COR communication between the three roles will be helpful in determining the best team members for each role.
Refer to section C.6.1. of the Solicitation. The program manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operations of the contract. The program manager will be in communication with the COR. The project manager will schedule interviews, liaise with the SME, and prepare final reports. The program manager may be a supervisor of the project manager.
3/12/2026 Page 9 of 18
68 Could you clarify which instruction takes precedence for Key Personnel resumes: are they included in the 15-page limit for Volume 1, or are they exempt from this page count?
See section L. Key personnel resumes are exempt from the page count.
69 Could you confirm that the offeror should propose a single, lump-sum Firm Fixed Price for each of these LOT items, covering all associated services and deliverables within that phase?
Offeror shall provide a firm fixed price for completion of each deliverable in the price schedule and each CLIN in Section B.
70 Does the Contractor need to outline any labor categories or ODC based on GSA Contracts?
This solicitation is posted on SAM.gov. GSA schedules do not apply to this solicitation.
71 Should the offeror propose a single "EA" price for the entire option (covering up to 5 outlets), or should the pricing breakdown in Section J-2 (Price Schedule) allow for a unit price per media outlet? If the latter, what is the expected unit (e.g., per outlet, per placement)?
Offerors shall provide a price for each media outlet. The solicitation requires up to five media outlets. The unit is EA, meaning EACH media outlet.
72 Regarding CLIN 0008 (Data Analytics and Placement Reporting), how should the "LOT" quantity be priced in relation to the potential number of media outlets from CLIN 0007? Is it a single price for the service, or should it scale based on the number of placements?
Offeror shall price the entire deliverable in the Price Schedule as well as in solicitation section B.
73 If the Library only exercises a portion of the "up to 5" media outlets, how will this impact the pricing for CLINs 0007 and 0008 if they are submitted as a single "EA" or "LOT" price?
See answer 71.
74 Is submission via a secure external link (e.g., Google Drive, Dropbox, SharePoint) preferred for compressed video files exceeding 20MB, rather than submitting multiple emails?
Yes
75 Does the Library have examples of past work or other Documentaries they can share to show the Contractors what type of product they are looking to create?
This is an example of documentary footage produced by and about Library of Congress programs:

3/12/2026 Page 11 of 18
85 Is there an incumbent for this work? If no existing incumbent(s), who has the Library's VHP team worked with in the past for video production?
As per the Solicitation Section L.3, the Library does not provide information regarding incumbents and contract numbers.
86 Has an Independent Government Cost Estimate (IGCE) been conducted for this project? If so, what are the findings? If not, what is the budget range for this project?
See answer 6.
87 Given the time needed for the government to respond to questions, can you provide a extension to the response deadline to give vendors at least two weeks or a minimum of 10 business days, to submit their proposals after the full Q&A is posted (ie: if Q&A is posted on 3/11, submissions would be due no sooner than 3/25)?
Refer to Amendment 1 for extension details.
88 Section B.2, Price/Cost Schedule, under Items 0007 and 0008, has the POP End noted as 12- 30-2026. Can you clarify that both the optional Distribution and Placement scope of work by the contractor and the optional Data Analytics and Placement Reporting scope of work are to be completed by 12-30-2026?
The period of performance ends on 12/30/2026. The optional periods of performance also end on 12/30/2026. These are not options to extend the period of performance. These are options that the Library may choose to exercise during the period of performance.
89 Section C.3.1.1.A stipulates that the contractor provide up to 3 site visits to the Library. Are these three site visits to be one-day visits or longer than one-day?
See answer 21.
90 Can you clarify that the 12 filmed interviews, listed in Section C.3.1.1.B, are part of the scope of work within these 3 site visits to the Library, or are these 12 interviews above and beyond the 3 site visits listed in Section C.3.1.1.A?
Should be included in the 3 site visits.
91 Can you clarify if the 12 filmed interviews, listed in Section C.3.1.1.B, can be coordinated by the contractor in collaboration with the Library, so that multiple interviews in some cases can be conducted on one day - or do these 12 filmed interviews need to be done on 12 separate days?
Multiple interviews can be conducted in one day.
92 Section F.1 indicates that the place of performance is only the contractor's facility and onsite at the Library. Can you clarify if
See answer 4.
3/12/2026 Page 12 of 18 the 12 filmed interviews, listed in Section
C.3.1.1.B, are all intended to be filmed at the Library or are some to be executed in other locations? If the latter, can you clarify what other locations, or provide some sense of their geographic distance from the Library?
93 Can you clarify where the filming of collaborative organizations and former staff and former directors, listed in Section C.3.1.1.B, are to be performed? If not all at the Library, can you clarify what other locations, or provide some sense of their geographic distance from the Library?
See answer 4.
Section C.3.1.1.B indicates the 12 filmed interviews of participants will include individuals from collaborative organizations.
Can you clarify what types of collaborative organizations these interviewed individuals will be from?
VHP collaborates with organizations including secondary schools and universities, professional organizations and affiliations for veterans, and cultural and arts organizations.
Examples of past collaborations can be found at this link:
https://www.loc.gov/programs/veterans-history-project/about-this-program/vhp-history-timeline/ Potential collaborative organizations to be interviewed will be discussed during the biweekly meetings.
95 Section C.3.1.1.B indicates that the 12 film interviews are to cover both interviewees and interviewers. Is this because you want to profile the oral history process? If so, in those instances where we are filming this oral history process, do you require simultaneously capturing both image and audio of both the interviewee and the interviewer in each particular shoot - or are imagining that 1-camera film shoots are acceptable where the oral history process is captured by separately filming both interviewee and interviewer and then editing the sequence into a composited scene?
1-camera film shoots are acceptable.
96 Section C.3.1.1.B indicates that the contractor will provide up to 12 filmed interviews. Will someone from the contractor's team (i.e.
Producer) or someone from your team (i.e.
Spokesperson) be conducting these interviews?
The interviews will be conducted by the contractor’s team with input on questions from the VHP staff.
97 Section C.3.1.1.E indicates that Veterans History Project collections, as well as other documented history of past events and
