About this file
This document is Amendment 0002 to Solicitation 030ADV26Q0054 issued by the Library of Congress Contracts and Grants Directorate, effective March 17, 2026. The amendment clarifies responses to questions 31 and 122 in Attachment J3 (Questions and Answers document), with revisions indicated in red text. Additionally, the amendment corrects Section L, Volume 4 regarding Past Performance requirements to specify "up to five (5)" contracts instead of the previous language. All other terms and conditions of the original solicitation remain unchanged.
The amendment affects past performance submission requirements, which now explicitly state that offerors must submit one past performance reference for each of three to five contracts selected for completion of the Past Performance Questionnaire. The work must be substantially similar to the current requirement, limited to the past three years, and include references from federal government, large organizations, state and local government, or private sector entities. Each reference must submit completed questionnaires directly to the Contract Specialist at jacmiller@loc.gov and the Contracting Officer at jzwa@loc.gov by the solicitation closing date and time. Offerors are prohibited from collecting or submitting completed questionnaires on behalf of references to maintain blind customer feedback.
