About this opportunity
The Department of Veterans Affairs seeks to lease 4,833 to 4,990 ANSI/BOMA Occupant Area square feet of contiguous first-floor office space in West Melbourne, Florida for use as a Vet Center, with proposals due August 20, 2026, and required occupancy by August 30, 2027. The lease term is 20 years with a 5-year firm period; the Government may terminate with 90 days' notice thereafter.
The space must be located within a bounded area (Parkway Drive to the north, US 192 to the south, US 1 to the east, I-95 to the west) in a prime commercial office district with accessible public sidewalks and proximity to retail, restaurants, and public transportation (two or more bus or streetcar lines within 1,320 feet providing at least 15 trips per weekday). The building must be located outside the 100-year floodplain and free of asbestos-containing materials unless properly managed. Thirty surface parking spaces must be reserved, secured, and lit exclusively for Government use.
The lease is fully serviced; rent covers shell upgrades, tenant improvements (at $232 per ABOA SF), operating costs, real estate taxes, security upgrades, and parking. The building must comply with ENERGY STAR certification or demonstrate cost-effective efficiency improvements, fire protection and life safety standards (NFPA), and accessibility requirements (ABAAS). The facility security level is FSL II, including video surveillance with 30-day time-lapse recording, access control with wireless key fobs, intrusion detection with motion sensors, and duress alarm systems. The Vet Center space must include three group therapy rooms, individual offices, reception area, break room, and support spaces with defined acoustic isolation (STC 45 in offices and therapy rooms), occupancy-sensor lighting, and guest Wi-Fi.
Offerors must provide Design Intent Drawings prior to award, present three finish options, and coordinate a Design Intent Drawing workshop before final pricing. Proposals are due by 15:00 Eastern Time. Evaluation will apply a best-value approach weighing technical factors (location, neighborhood, visibility, building design, parking, contractor qualifications, occupancy timeline, environmental compliance), past performance (three references required), and price (evaluated using present value analysis with 5 percent discount rate and 2.5 percent annual operating expense escalation). Offerors must maintain active SAM registration and provide evidence of financing capability. The NAICS code is 53, Real Estate and Rental and Leasing; the PSC code is X1DB, Lease/Rental of Laboratories and Clinics.
