About this opportunity
Air Mobility Command, through the 19th Contracting Squadron at Little Rock Air Force Base, is soliciting maintenance, repair, and inspection services for vertical transportation equipment, with offers due November 18, 2026 at 12:00 PM CST. The procurement is a Total Small Business set-aside under NAICS 238290, with a $22 million size standard, and is issued as a commercial item under FAR Subpart 12.6.
Place of performance is Little Rock AFB, AR 72099. The firm-fixed-price, non-personal services contract covers all management, tools, supplies, equipment, parts, and labor needed to maintain the base's elevators. Monthly pricing covers inspections, maintenance, repairs, parts replacement, routine and emergency service calls, and monthly fire service inspections. The October 29 PWS lists six traction and 12 hydraulic/electric elevators, while the Q&A and the amendment's solicitation summary cite 17 units with 11 hydro-electric; confirm the count before pricing. Excluded services include alterations and modernizations, vandalism or abuse damage, cosmetic work, interior cleaning, building construction, and main power systems.
The contractor must hold an Arkansas state elevator maintenance license, though the Q&A allows a management prime to rely on a named Arkansas-licensed subcontractor's licensing and past performance. Offerors must show at least two years of similar-scope experience within the past four years to receive an acceptable past performance rating. The Maintenance Control Program is due within 30 days of award and targets 95% equipment availability. Routine calls require response within 24 hours and emergency calls within 2 hours. Fire service inspections occur every 30 days. Offerors must meet CMMC Level 1 (Self). Labor is classified under Service Contract Act Wage Determination 2015-5117, Revision 32.
The base year runs December 1, 2026 through November 30, 2027, followed by four one-year options through November 30, 2031 and a six-month extension through May 31, 2032. The contract is incrementally funded. The incumbent contract is FA446022P0002.
Award goes to the lowest-priced responsible offeror with acceptable past performance. Price is the primary factor and past performance is secondary. The question deadline of October 27, 2026 and the site visit on October 26, 2026 have passed. The Q&A states site visit attendance is not mandatory for offer submission. Amendment 0001 deletes FAR 52.219-14 (Limitations on Subcontracting) and adjusts the option line item 3002 period. Quotations go by email to Contracting Officer Camille Ezugwu, Contract Specialist Owen Sinning, or Alternate Specialist Lukas-Sebastian Ashley. Vendors must be active in SAM and state whether they have WAWF access, since payment runs through WAWF Invoice 2in1.
