This is a Questions and Answers (Q&A) document from a federal contract solicitation for maintenance services at Little Rock Air Force Base. The document addresses fourteen clarifications regarding a Performance Work Statement (PWS 1.1.1) maintenance contract covering 17 units with performance periods structured as December 1 through November 30 for each contract year.
Key clarifications include: a management prime may rely on a named Arkansas-licensed subcontractor's past performance documentation to satisfy licensing and experience requirements; clause 52.219-14 has been removed from the solicitation as not applicable to this NAICS 238290 maintenance contract; site visit attendance is not mandatory for offer submission; the incumbent contract number is FA446022P0002; Appendix C contains all available equipment inventory information, though public GPS locations are not available on Little Rock AFB; the requirement does not include equipment beyond the prior contract scope; the required CMMC level is CMMC Level 1 (Self); all option periods end November 30 (with CLIN 3002 and CLIN 0002 dates amended for consistency); the total evaluated price comprises CLINs 0001 through 5002; and elevator mechanic labor should be classified under wage determination code 23530 Machinery Maintenance Mechanic per SCA Wage Determination 2015-5117, Revision 32. All referenced times for October dates are in local Central Daylight Time, and no additional site visits will be conducted.
