The Government will award a contract resulng from this solicitaon to the responsible offeror whose proposal conforms to the solicitaon and is the most advantageous to the Government. The following factors shall be used to evaluate offers.

The table below shows the rangs the Government will assign in its evaluaon of proposals when evaluang Technical Subfactors 1 and 2. A combined confidence rang will also be assessed for Technical overall.

Table 1: Confidence Rangs High Confidence The Government has high confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in the performing the contract with no Government intervenon.

Some Confidence

The Government has some confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in the performing the contract with litle or no Government intervenon.

Low Confidence The Government has low confidence that the Offeror understands the requirement, proposes a sound approach, and will be successful in the performing the contract even with Government intervenon.

Technical and Organizational Experience are significantly more important than Price.

Technical: Technical elements of the evaluaon shall be based solely on informaon furnished by the vendor. The Government is not responsible for locang or securing any informaon, which is not idenfied in the offer.

Subfactor 1: Prior Demonstrated Experience The Government will assess its confidence that the proposal will successfully perform the work, by evaluang the proposals demonstrated experience from three contracts/orders performed within the past five (5) years (from the date of this RFP release). Prior experience will be evaluated to assess the expectaon of successful outcomes based on the extent to which the Proposal has successfully performed services similar to the Statement of Objecves. The Government will also evaluate the relevance (similar in nature of work, size, and complexity) of the Offeror’s demonstrated prior experience to the Performance Work Statement.

Subfactor 2: Organizaonal Experience/Resumes The Government will assess the extent to which the Offeror idenfies and commits personnel with appropriate experience and qualificaons and will be assigned a confidence rang. Staffing Plan & Resume will be evaluated based on the currency, quality, and depth of experience of individual personnel working on similar projects (size, scope, magnitude, duraon, and complexity).

Price The Government expects to receive price compeon through mulple offers. The total evaluated price will be evaluated for price reasonableness through comparison with other proposed prices and may include other price analysis techniques. Offerors are to provide price/cost data concerning labor categories, hours, rates, and materials broken out by the tasks 1 through 6 and their tasks outlined in the PWS. The Government will evaluate the alignment of the proposed pricing to the Offeror’s proposed technical in accordance with FAR 13.106-3. Prices that do not align to the Offeror’s proposed technical approach may indicate an inability to understand the requirements and therefore may be considered a

high-risk approach to contract performance. The price proposal will not be given a confidence rang, but discounts and rates will be evaluated to ensure labor categories and rates are fair and reasonable.

Opons The Government will evaluate offers for award purposes by adding the total price for all opons to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the opon prices are significantly unbalanced. Evaluaon of opons shall not obligate the Government to exercise the opon(s).

Writen Noce:

A writen noce of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the me for acceptance specified in the offer, shall result in a binding contract without further acon by either party. Before the offer’s specified expiraon me, the Government may accept an offer (or part of an offer), whether or not there are negoaons aer its receipt, unless a writen noce of withdrawal is received before award.
