About this file

This document contains questions and answers related to Amendment 0002 of Solicitation #19AQMM24R0106 for the Wingard Analysis Software & Design Layups (WET) contract opportunity.

The key details are:

  • The solicitation requires the contractor to design and test glazing layups for rectangular and irregular-shaped windows using WINGARD software, to develop a test matrix, and to provide cost estimates for the glazing layups.
  • The Department of State is requesting information on measurement data for the ANFO material, clarification on the glazing layup parameters and assumptions, confirmation on the exterior high-speed camera requirements, and details on the blast wave measurement timing.
  • The solicitation is for commercial products or services, with no award to be made until funds are available. Questions are due by 2 pm EST on August 26, 2024, and should be submitted electronically to the specified Contracting Specialist and Contracting Officer.

SBU - CONTRACTING AND ACQUISITIONS

Wingard Analysis Software & Design Layups (WET) Solicitaon #19AQMM24R0106

Amendment 0002 Queson and Answers

1. ANFO Characterizaon: DOS to advise if measurement data for the fuel/oxidizer and water content of the ANFO material is required for this SOW and associated methods, standards, and specificaons to follow- if needed. Response: Yes. The offeror is to propose method of analysis.

2. Glazing Layup Parameters: For Test Matrix 1: Per SOW, the Glazing Layup designs for the test specimens will need to be generated based on the performance requirements noted in the SOW. The SOW, however, did not provide guidance on preliminary blast-resistant glazing layups for budgeng consideraons. The offeror requests DOS to provide preliminary layup guidance based on historical data on blast-resistant layups ulized in OBO installaons or layups tested in previous programs. Response: The SOW includes the requirement for the offeror to design the windows based on the blast loading discussed. Previous test/data will not be shared at this me. As discussed in Task1.A, the offeror is to develop glazing layups for aspect raos, sizes, and glazing types using WINGARD soware for all Rectangular and Irregular Shaped Windows. The included glazing layups and test matrix are just examples, as tled.

3. For Test Matrix 2: Per SOW, the Glazing Layup design cost esmates will be based on the provided FE/BBR layups provided in the SOW. DOS to confirm. Response: The SOW includes the requirement for the offeror to design the windows based on the blast loading discussed. As discussed in Task1.A, the offeror is to develop glazing layups for aspect raos, sizes, and glazing types using WINGARD soware for all Rectangular and Irregular Shaped Windows. Also per, Task 2.A: Develop the test matrix. The included glazing layups and test matrix are just examples, as tled.

4. For Test Matrix 3: Triangular Glazing layups will assume similar layup configuraons for Test Matrix 1 for budgeng and planning purposes. DOS to confirm. Response: The SOW includes the requirement for the offeror to design the windows based on the blast loading discussed. The included .

5. For all the glazing layups proposed for the SOW, glazing sub-framing applicable for commercial applicaons is excluded. The glazing layups will be procured from the vendors, delivered to the blast test site, to be mounted within rigid steel framing inserts that accommodate the bite depth requirements, and integrated in the front face rigid fixturing of the reacon structure. DOS to confirm. Response: The SOW is correct.

6. Fixturing and Instrumentaon Parameters: Exterior High-Speed Cameras: The SOW generally notes need for high-speed camera. The offeror recommends inclusion of 2 Exterior High-Speed Cameras per blast shot to capture the detonaon event from its source to the front face with the mounted test specimen(s). The footage could also be processed to capture and/or validate blast wave parameters, SBU - CONTRACTING AND ACQUISITIONS as needed. DOS to confirm this is acceptable. Response: Recommendaons included in the offeror's proposal shall be reviewed and evaluated.

7. Measurement Parameters: The SOW menons measurement of the me of arrival of the blast wave but does not menon what this is relave to. Is this relave to the iniaon of detonaon, detonaon of the booster, or detonaon of the full charge? DOS to confirm. Response: Iniaon of detonaon.
