About this opportunity

The United States Capitol Police (USCP) has issued a Special Notice for a Vehicle Barrier-Retractable Bollard Maintenance Support Services contract, solicitation number SSBR202500001. This federal contract opportunity seeks expert support services to perform preventative maintenance and repair services for vehicle barriers protecting the U.S. Capitol Complex and its support facilities. The solicitation covers maintenance of 144 permanent wedge barriers, 2 portable wedge barriers, 62 retractable bollards, and 3 standalone gate arms used to enhance security. The contract will be a 5-year fixed-price and time-and-materials Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with a minimum value of $25,000 and a maximum of $7.5 million. The opportunity is not set aside for any specific business category, allowing broad participation from qualified contractors.

Contractors must submit technical proposals limited to 40 pages by December 20, 2024, at 2:00 PM ET to designated USCP email contacts. The contract will be awarded on a best value basis, with technical factors significantly more important than price. Key requirements include having personnel such as a project supervisor with 6 years of experience, lead technicians with 4 years of experience, and technicians with 2 years of experience in hydraulic/mechanical systems maintenance. Proposals must address the overall technical approach, management plan, qualifications of professional staff, and past performance, with evaluations using adjectival ratings from Outstanding to Unacceptable. The work involves performing weekly preventative maintenance, emergency repairs within specified timeframes, and providing support during special security events across various Capitol Complex buildings, including the Capitol, House and Senate office buildings, and Library of Congress facilities.
