Qualifications and Technical Capabilities
4.1 Manpower Qualifications and Technical
Capabilities states: “The Contractor shall be responsible for providing the manpower resources necessary, dedicated to this project. USCP requires two (2) maintenance and repair technician teams consisting of one (1) lead technician and one (1) technician and one (1) project supervisor.”
We read this to mean one (1) project supervisor for the entire project, supervising two (2) technician teams as described, and not two (2) project supervisors for the contract, each supervising one
(1) technician team. Please confirm this reading is correct.
One supervisor
QSU SSBR202500001 Amendment 0002
6.0 Inventory 6.0 Inventory states, “Upon completion of repair, the Contractor shall invoice for the cost of parts.”
Please confirm this does not mean the contractor must provide the parts “at cost” but rather can include admin and profit in its billed price to the government.
At cost
Section 1.0 states, “The operable vehicle barriers consist of one hundred and forty-four (144) permanent, two (2) portable “wedge” style barriers, sixty-two (62) retractable bollards and three (3) standalone gate arms; all of which are either hydraulically or electrically operated.
Section 2.0 states, “This scope of work shall address the services required for the current 205 operable vehicle barriers manufactured by Nasatka Security, Delta Scientific Corporation, and Magnetic Auto Control Group.”
There does not seem to be further information on the specifics of the barriers. In order to estimate oil, filter, and other consumable costs for preventative maintenance, we will need additional information:
Please provide a breakdown of the barriers by location indicating the make and model of each barrier and whether each barrier is electric or hydraulic operable.
For the 62 bollards, please indicate how many bollards are operated by each HPU or EPU at each location.
Nasatka hydraulic IIID Model Nasatka hydraulic IIIB Model (4) Delta MP5000 (1) Nasatka K8 wedge (1) Training Facility Nasatka IIID electric barriers (2)
All retractable bollards are hydraulic.
Please indicate whether the Magnetic Gate arms at each location are integrated with the crash rated barriers/bollards or operate independently.
3 standalone gate arms and remaining ones are integrated.

Please confirm that preventative maintenance is to be performed weekly, but pricing is to be provided at a monthly rate.
