The Department of the Interior Bureau of Land Management seeks vault pumping and wastewater pumping services at seven recreational park sites in the Coos Bay Area of Responsibility, Oregon, with quotations due July 10, 2026. This is a Total Small Business set-aside.

Place of performance encompasses seven recreation sites: Bastendorff Beach, Dean Creek, East Shore, Fawn Creek, Loon Lake, Smith River Falls, and Vincent Creek, all in southwestern Oregon (Coos, Lane, and Douglas Counties).

The contract period runs October 1, 2026, through September 30, 2027, with four optional one-year extensions through September 30, 2031, for a total potential duration of five years. Services include septic tank and vault toilet pumping, delivery of potable water for washdown and vault refilling, and transport of wastewater to licensed disposal facilities. The Government estimates annual wastewater volumes between 22,750 and 45,750 gallons, with 2,500 to 4,900 gallons of washdown water required annually. Services are stratified into three groups by pumping frequency: Group 1 (4,000 gallons total, one pumping annually) covers Vincent Creek, Smith River, and Fawn Creek; Group 2 (5,500 gallons total, one to three pumpings annually) covers Loon Lake, East Shore, and Dean Creek; Group 3 (4,000 gallons total, two to four pumpings annually) covers Bastendorff Beach. All pumping must be performed by a licensed pumper per OAR 340-071-0330(5), with operations limited to 7:00 AM to 5:00 PM Monday through Friday unless prior approval is obtained. Contractor must pump within 48 hours of Government notification and refill tanks with a minimum of 100 gallons of water post-pumping. Payment is made only for quantities pumped at the quoted per-gallon price upon submission of invoices with valid disposal tickets, due within 30 days.

This is a recompeted action previously awarded to Oregon Coast Sanitation INC for $130,590.00 under Contract 140L4321C0011. Quoters must provide lump-sum pricing on the provided Price Schedule, a short cover letter with company information, a signed SF-18 form, acknowledgment of any amendments, technical methodology per the Statement of Work, and past performance references from the past five years. Service Contract Labor Standards apply, with a Sewage Plant Operator prevailing wage rate of $29.11 per hour per Wage Determination 2015-5579 (Revision 28, effective May 13, 2026). Payment is via the Invoice Processing Platform. Amendment 0001, issued June 25, 2026, provides Q&A responses; acknowledge receipt prior to the July 10 deadline.
