The RFQ solicits quotes for maintenance of sewage and waste facilities (Product/Service Code Z1ND) with a base performance period from October 1, 2026, to September 30, 2027, and four optional one-year extension periods extending through September 30, 2031. The requirement consists of two primary line items: (1) Waste Water Pumping Groups 1 through Group 3, and (2) Potable water added to tanks after wash down. These services are required at multiple recreational sites including Bastendorff Beach, Dean Creek, East Shore, Fawn Creek, Loon Lake, Smith River Falls, and Vincent Creek. Quoters must provide lump-sum pricing for all items and submit responses by 5:00 PM MT on July 10, 2026, to Contracting Officer Addison Page at addison_page@ios.doi.gov. The RFQ is not a small business set-aside. Quoters must submit a short cover letter with company information, a signed SF-18 form with pricing, acknowledgment of any amendments, technical methodology per the Statement of Work, and past performance references from the past five years. The contract incorporates multiple FAR clauses including Service Contract Labor Standards (with a Sewage Plant Operator wage rate of $29.11 per hour), payment via the Invoice Processing Platform (IPP), and option extension provisions limited to a total contract duration not exceeding 60 months. Delivery is designated as FOB Destination with multiple locations across the Coos Bay area.
