All pumping must be performed by a licensed pumper per OAR.340-071-0330(5), with contractor operations limited to 7:00 AM to 5:00 PM Monday through Friday unless prior approval is obtained. Contractor must pump within 48 hours of Government notification, maintain a minimum 1,000 gallons per trip, and refill tanks with a minimum of 100 gallons of water post-pumping. Payment is made only for quantities pumped at the quoted price per gallon upon submission of invoices with valid disposal tickets from approved facilities, due within 30 days of service. The Government will provide garbage disposal and chemicals at the time of service. Performance standards require all buildings and vaults to be clean and odor-free with no evidence of dirt or raw sewage, verified through 100 percent inspection.

STATEMENT OF WORK

1. GENERAL

1.1. This is a non-personnel services contract to provide wastewater pumping for recreational park sites in Coos Bay Area of Responsibility, Oregon. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the contractor who, in turn is responsible to the Government.

1.2. The Government will coordinate with the contractor to have recreational park sites in the same area pumped at the same time (by group) with a minimum of 1,000 gallons of wastewater per trip.

1.3. The Government estimates between 22,750 and 45,750 gallons of wastewater will be pumped per year. The Government estimates between 2,500 and 4,900 gallons of washdown water will be required per year.

2. DESCRIPTION OF WORK

2.1. Wastewater Pumping from seven (7) recreational sites Coos Bay Area of Responsibility, Oregon. The contractor will provide all labor and equipment necessary to pump and dispose of septage from the septic tank.

2.2. The contractor will thoroughly mix and pump to remove all contents from each tank.

The contractor will transport pumped material to a licensed and approved disposal location. Proof of disposal is required prior to payment.

2.3. No utilities are available at the sites; the contractor is responsible for ensuring that each site, as related to the pumping of the tank, is clean and fit for public use prior to departure.

2.4. Tank volumes indicated and visitation estimates are provided for estimating purposes.

2.5. Payment will be made only for quantities pumped and delivered potable water at the quoted price per gallon in accordance with the schedule of items. In order to receive payment of septic tank pumping, the contractor shall submit invoice with a valid disposal ticket(s) from an approved facility. The contractor will submit an invoice within 30 days of each service.

2.6. The Government will notify the contractor when pumping is needed for waste water and sludge pumping. Contractor shall pump the vault within 48 hours of request. Contractor will need to coordinate with the Government for access to the sites that are behind locked gates.

3. HOURS OF OPERATION

3.1. The contractor must perform between the hours of 7:00 AM to 5:00 PM, Monday through Friday. Working on weekends or holidays is not permitted unless approved by the Contracting Officer’s Representative (COR) prior to performance.

4. GOVERNMENT PROVIDED ITEMS

4.1. The Government will provide garbage disposal and chemicals for vaults at time of pumping services.

5. SPECIFIC TASKS

5.1. Sewer vault pumping: The contractor shall pump wastewater out of vault toilets in nine

(9) locations listed below.

5.2. Potable water delivery: Contractor shall deliver potable water for use in wash-down and adding to sewer vaults during the wastewater pumping process.

5.3. The contractor shall coordinate with the Government to have sites in the same area pumped by group with a minimum of 1,000 gallons of wastewater per trip. The Government will contact the contractor when pumping is needed.

5.4. The Contractor shall provide pumping and disposal services for pumped wastewater material.

5.5. All pumping shall be performed by a licensed pumper as per OAR.340-071-0330(5).

5.6. All wastewater including sludge shall be disposed of offsite in a legal manner.

5.7. The Contractor shall wash down sewer vaults while pumping them out and refill the tanks with a minimum 100 gallons of water to the vault after it has been pumped/cleaned.

6. SITE LOCATIONS

6.1. There are seven (7) sites that have been grouped based on geographic location and/or services requested. The groups are listed below:

Group 1- pumped one (1) time per year Vincent Creek Site – (2)1,000 gal tanks Smith River Site – (2)750 gal tanks Fawn Creek Site – (1)500 gal tank Total: 4,000 gal.

Estimated yearly pumping: 4,000 gal.

Freshwater added to tanks: 500 gal.

Group 2 - pumped one (1) to three (3) times per year Loon Lake Site CXTs and septic tanks – (up to 2)1,000 gal tanks East Shore Site CXTs – (2)750 gal tanks Dean Creek EVA CXTs – (2)1,000 gal tanks Total: 5,500 gal.

Estimated yearly pumping: 16,500 gal.

Freshwater added to tanks: 1,800 gal.

Group 3 - pumped two (2) to four (4) times per year Bastendorff Beach – (4)1,000 gal tanks Total: 4,000 gal.

Estimated yearly pumping: 16,000 gal.

Freshwater added to tanks: 1,600 gal.

7. PERFORMANCE STANDARDS

7.1. The following standards shall apply to the performance of this contract:
