About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically the Veterans Integrated Service Network 20, is conducting market research to identify qualified contractors for wheelchair transportation services at the VA Portland Healthcare System. The pre-solicitation notice seeks providers capable of delivering comprehensive transportation solutions, including wheelchair transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services across a 27-county catchment area in SW Washington and NW Oregon. Potential contractors must submit a detailed response by December 13, 2024, at 16:00 PST, including company information, business size classification, and a three-page capability statement demonstrating their ability to meet the service requirements. The evaluation will focus on contractors' resources, personnel, experience, and capacity to provide 24/7 transportation services with specific operational capabilities. Interested firms are required to provide comprehensive business details, including DUNS number, business size, federal supply schedule information, and contact specifics.
The pre-solicitation does not indicate a specific set-aside for small businesses, though it allows contractors to self-identify under various socioeconomic categories such as Service-Disabled Veteran-Owned, HUBZone, or Women-Owned Small Business. The contract is structured with a 51-month performance period, consisting of a 3-month base period and a 48-month option period, with a maximum potential value of $6,999,999. The minimum guaranteed value for the initial period is $500, suggesting flexibility in contract scope and potential growth. Contractors must demonstrate the ability to provide vehicles with wheelchair lifts or ramps, maintain a 30-minute maximum response time within 15 miles of Portland VA, and achieve a 90% compliance rate for pickups and deliveries. Key operational requirements include employing drivers with valid licenses, CPR certification, and first aid training, as well as maintaining proper patient restraint systems and following HIPAA privacy guidelines.
