About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6 is conducting market research for non-emergency ambulance transportation services to support the Fayetteville VA Coastal Healthcare System and its 14 Community-Based Outpatient Clinics. The procurement seeks contractors to provide comprehensive ambulance services including Stretcher Transports, Basic Life Support (BLS), Advanced Life Support (ALS), and Critical Care Transport (CCT) services available 24 hours a day, seven days a week, including weekends and holidays. Contractors must supply all vehicles, personnel, management, supplies, equipment, and necessary reporting to deliver these services across a multi-state service area covering counties in North Carolina, Virginia, and South Carolina. Interested parties must submit capability statements by June 6, 2025, at 3:30 PM EST to David E. Smith via email, including company name, Unique Entity ID, point of contact information, business size, socio-economic classification, and GSA Contract number if applicable. The procurement falls under NAICS Code 621910 with a size standard of $22.5 million and classification code V225, with preference given to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) verified through SBA VetCert.

This sources sought notice does not specify any set-aside designation, though it indicates preference for veteran-owned businesses. The government files do not identify any current incumbents or existing contractors for these services. No specific award values or budget ranges are provided in the notice, though the NAICS size standard of $22.5 million provides context for the scale of eligible businesses. The services will support the Fayetteville VAMC's main campus with 100 inpatient beds serving over 157,000 veterans across the multi-state service area. The notice emphasizes this is strictly a market research effort with no guarantee of a subsequent formal solicitation or contract award. The government explicitly states it will not be bound by any information received and reserves the right to pursue any acquisition approach without obligation to respondents.
