About this opportunity

The Department of Veterans Affairs Veterans Transportation Program (VTP), Network Contracting Office 20, is hosting a virtual industry day on December 10–11, 2026, to engage air and ground transportation brokers capable of providing nationwide air ambulance broker services with supporting ground transportation; this is market research preceding formal solicitation, not a request for proposal.

The upcoming procurement will establish three to five firm fixed-price multiple-award task order contracts (MATOCs) for fixed-wing and rotary-wing air ambulance brokerage nationwide, supported by ancillary ground transportation including private vehicles, rideshare, wheelchair-accessible vans, ambulances, and specialized services to transport Veterans between airports, healthcare facilities, residences, and approved destinations. Services must provide 24/7/365 availability, comply with CAMTS/NAAMTA transport standards, operate via VA-mandated transportation software with real-time communication and documentation, and include quality control and subcontractor oversight across transport levels from basic to critical care.

NAICS 481211 (Nonscheduled Chartered Passenger Air Transportation) applies; small business size standard is 1,500 employees. Interested vendors must submit a 10-page capability statement by November 4, 2026, to Wendy Duval (wendy.duval@va.gov) addressing nationwide service capabilities, subcontractor oversight processes, operational capabilities, federal experience, and session preferences. The industry day format includes a general session on December 10 followed by optional one-on-one vendor meetings (up to 50 minutes each) on both days via Microsoft Teams. The formal RFP (36C26027R0012) will follow this market research phase.
