About this opportunity

Naval Supply Systems Command seeks modification of five existing utility floats for Naval Station Everett port operations using the SeaFlex mooring system, with proposals due September 8, 2026. The procurement was amended on September 2, 2026, extending the performance period to March 31, 2027, and is open to full-and-open competition with a 10 percent price evaluation preference for HUBZone small business concerns; the small business set-aside was removed in Amendment 0001 (August 28).

Place of performance is the contractor's work site; the government furnishes the five utility floats via Navy tug and accepts inspection at Navy Region Northwest, Silverdale, Washington. The scope encompasses hull preservation and cathodic protection maintenance, fabrication and installation of four 17-ton class stainless steel padeyes per float rated to safely receive 1.5-inch shackle pins, removal of existing D-rubber fendering and installation of steel eyes for end-to-end coupling to form an L-shaped configuration, and buoyancy/sealing via marine-grade flotation foam and gasket replacement. All structural attachments must meet American Welding Society marine standards; all new hardware must be galvanized or marine-grade steel. The contractor must deliver five fully modified utility floats with engineering drawings and load rating certifications for padeye installations within 180 days of award (performance period September 28, 2026 through March 31, 2027).

The contract is firm-fixed-price under FAR Part 12. The NAICS code is 336611 (Ship and Boat Building) with a 1,300-employee size standard. Service Contract Act wage determination 2015-5535 Rev. 28 applies; the welder equivalent wage rate is $31.01 per hour. Questions due two days prior to closing. Payment is through Wide Area WorkFlow (WAWF) per DFARS 252.232-7006. Offerors must register in SAM and comply with Defense Biometric Identification System requirements for base access. Evaluation weighs technical factors (including delivery date), price, and past performance with no stated order of relative importance.
