About this file

This is an Amendment (Amendment 0001) to a Request for Quote (RFQ) for utility float modernization services at Naval Station Everett, issued by NAVSUP Fleet Logistics Center Puget Sound on August 28, 2026.

The solicitation (N0040626Q03950001) seeks services to re-purpose five existing Utility Floats to create an anchored small boat utilizing the SeaFlex Mooring System for Naval Station Everett. The contract is a firm-fixed-price service acquisition under a HUBZone small business set-aside with unrestricted full-and-open competition. The original response due date of August 19, 2026 at 9:00 AM has been extended to September 8, 2026 at 1:00 PM. The period of performance has been extended from December 28, 2026 to March 31, 2027, with work to commence on September 28, 2026. The amendment revises the Statement of Work, adds a UF Reference Drawing, and removes the 100% small business set-aside clause (FAR 52.219-6) while adding a 10% price evaluation preference for HUBZone small business concerns (FAR 52.219-4). The single contract line item (CLIN 0001) is priced on a firm-fixed-price basis for one job. Payment will be made through Wide Area WorkFlow (WAWF) in accordance with DFARS 252.232-7006, with the Invoice2in1 document type required. The inspection and acceptance location is Navy Region Northwest in Silverdale, Washington, with performance at Naval Station Everett in Everett, Washington. Offerors must be registered in the System for Award Management (SAM) and comply with Defense Biometric Identification System (DBIDS) requirements for base access.
