About this file

This is a Statement of Work (SOW) for the reconditioning and modification of five utility floats (15'W x 60'L x 5'H) to create an anchored small boat landing system utilizing the SeaFlex Mooring System.

The contractor shall perform the following scope of work: (1) clean and prepare underwater hulls using abrasive methods to create surface profile for antifouling paint adhesion; (2) remove and save zinc anodes before painting and reinstall upon completion; (3) apply marine-grade anti-fouling paint to underwater surfaces using "broom sweep"/rough sand technique without removing existing coating or performing ultrasonic testing; (4) fabricate and install four stainless steel 17-Ton Class heavy-duty padeyes with internal backing plates at each corner of the underwater body on all five floats, rated to safely receive 1-1/2 inch shackle pins (29,762 pounds / 13.5 metric tons) and 1-3/8 inch stainless steel safety shackle ears; (5) remove existing D-rubber fendering from float ends and install steel eyes aligned for sliding bar coupling; (6) enable end-to-end coupling of four floats in sequence with one float coupled perpendicularly to create an L-shaped configuration; (7) fill all voids with two-part marine-grade flotation foam and replace gasket material on void covers; and (8) provide engineering drawings and load rating certifications for padeye installations. All structural attachments must meet AWS marine welding standards using galvanized or marine-grade steel hardware. The contract performance period is 180 days from award date, with work performed at the contractor's facility. The government will furnish the five utility floats and provide tugboat delivery. Deliverables include five fully modified utility floats and engineering documentation for padeye installations.

STATEMENT OF WORK (SOW)

Reconditioning and Modification of Five (5) Utility Floats (UFs)

1.0 OBJECTIVE:

1.1 Background

requires the re-purpose of five (5) $15'W x 60'L x 5’H

Utility Floats (UFs) to create an anchored small boat landing utilizing the SeaFlex Mooring System. The contractor is to clean and provide limited refurbishment for the underwater hulls by scuffing the underwater hull to create a profile that will accept a new coating of antifouling paint, evaluate internal locations on the deck inside each corner of the forward and aft void, and install backing plates for external padeye’s (one padeye on each corner, four total per float) on the underwater hull. The contractor shall modify small areas of the D-rubber on each end of the UF and install pinned couplings to accommodate connecting four of the UFs end to end, and one UF on one end and side to create an (L) shaped small boat landing that does not require pylons. Once all the hot work is complete, the contractor shall fill all voids with two-part “lifeboat” foam, replace gasket material for the void covers, and seal all covers with the existing nuts.

1.2 Project Title

Recondition Five (5) Existing Utility Floats for

1.3 Objective

Recondition underwater hull antifouling coating, install padeye’s for the SeaFlex mooring system, modify D-rubber, install end-to-end coupling, and fill all voids with two-part “lifeboat” foam. This will deliver a landing/mooring system specifically purposed and configured for Port Operations tugboats and small boats.

1.4 Asset / Government Furnished Property

Five (5) Utility Floats 15'W x 60'L x 5’H.

2.0 SCOPE OF WORK AND TECHNICAL REQUIREMENTS:

2.1 Hull Preservation and Maintenance

2.1.1 Surface Prep: Clean and prepare the underwater body with an abrasive method to create a surface profile on all five floats to ensure proper adhesion of antifouling paint.

2.1.2 Cathodic Protection: Remove all zinc anodes before painting and save to reinstall upon completion.

2.1.3 Anti-Fouling: Apply marine-grade anti-fouling paint to the entire underwater surface area. This step is to simply clean the sea growth off and apply a “broom sweep”/rough sand to create a profile so that the new antifouling will adhere as a minimum requirement for the reapplication of anti-fouling paint and in preparation for areas requiring hot work. Removing the existing antifouling is not the intent; the "broom sweep"/rough sand will create a profile that allows for a new additional preservative coating to simply stick to the old effective coating and apply coverage for exposed metal. Ultrasonic Testing (UT) measurements are not required or desired.

2.2 SeaFlex Mooring Integration

2.2.1 Pad Eye Installation: Fabricate and install stainless steel heavy-duty padeye’s with internal backing plates at all four corners of the underwater body on each float. The padeye’s must be a 17-Ton Class (or 13.5-Metric Ton Class) stainless steel padeye to safely receive a 1-1/2 (1.5-inch) shackle pin rated to 29,762 pounds (approximately 13.5 metric tons / 14.88 short tons) and must receive 1- 3/8-inch} Stainless Steel Safety Shackle ears (or lugs). (See Padeye Detail below)

2.3 End-to-End Coupling

2.3.1 Fendering Removal: Remove the existing "D" rubber fendering from both longitudinal ends of the floats.

2.3.2 Coupling System: Install steel eyes at each end of the floats, aligned to allow a sliding bar to pass through.

2.3.3 Configuration: Enable the Utility Floats to be locked together securely in an end-to-end sequence. One UF will require coupling at one end and on its side to allow an “L” shape configuration. (See Coupling & Landing Configuration below)

2.4 Buoyancy and Sealing

2.4.1 Fill Voids: Once all welding and preservation is complete, fill all voids with 2-part marine-grade flotation foam and seal to enhance structural stability.

2.4.2 Hatch Sealing: Replace gasket material for the void covers and seal all hatch covers with the existing nuts.

2.5 Technical Standards

2.5.1 Welding: All structural attachments (pad eyes and coupling eyes) must meet AWS (American Welding Society) marine standards.

2.5.2 Materials: All new hardware must be galvanized or marine-grade steel to extend the condition, strength and prevent premature oxidation in an extended underwater environment.

2.6 Technical Illustrations & Layouts

2.6.1 Padeye Detail (Section 2.2)

The diagram below represents the structural alignment of the heavy-duty 17- Ton Class stainless steel padeye on the underwater hull reinforced by the internal backing plate located inside the corner voids and safely receive a 1 1/2" (1.5-inch) shackle pin rated to 29,762 pounds (approximately 13.5 metric tons /

14.88 short tons) and must receive a 1 3/8 Stainless Steel Safety Shackle ears (or lugs).reinforced by the internal backing plate located inside the corner voids.

2.6.2 Coupling & Landing Configuration (Section 2.3)

The five floats shall be joined using the steel pin coupling bars. Four floats will be linked end-to-end, with the fifth float coupled perpendicularly on the side of the end float to create the "L" shape.

3.0 PROJECT LOGISTICS AND DELIVERABLES

3.1 Government-Furnished Property: The Government will provide five (5) Utility Floats and provide delivery by tugboat.

3.2 Period of Performance: 180 Days from Award Date.

3.3 Place of Performance: Contractor’s facility.

3.4 Deliverables:

4.1.1

4.2 Performance at Government Site: When performance is at a Government site, the Contractor’s representative shall contact the Government representative named above in section 4.1 upon arrival and departure from the work site. If access to a security area is required, continuous escort service for the Contractor’s representative will be provided by the designated Government representative.
