About this opportunity

The Naval Sea Systems Command is soliciting a single contractor to execute the USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability under solicitation N00024-26-R-4421, with proposals due November 23, 2026. The solicitation carries no set-aside, and the Government's market research found that there are not two or more small business concerns capable of competing, so the procurement will not be set aside for small business under FAR 19.502-2(b).

The work is solicited coast-wide on the West Coast, and the Government expects one contract to be awarded to one contractor. The availability combines maintenance, modernization, and repair. Offerors must have substantial facilities, including a capable pier for the applicable ship class, and personnel able to complete, coordinate, and integrate multiple areas of ship maintenance, repair, and modernization. Offerors must be registered in SAM, and the solicitation is issued electronically via PIEE.

The posting does not include all relevant attachments. Interested parties must request access to the CDRLs and J- and S- attachments in writing from Contract Specialist Jacob Juros (jacob.a.juros.civ@us.navy.mil) and Contracting Officer Brian Romano (brian.c.romano.civ@us.navy.mil), including the company's SAM Unique Entity Identifier. The notice references amendments A0001 through A0004 to the solicitation, and offerors should monitor PIEE.gov and SAM.gov for the solicitation and any further amendments.

The notice is coded to NAICS 336611, Ship Building and Repairing, and PSC J999, Non-Nuclear Ship Repair (West). The source does not state a dollar value, period of performance beyond the FY28 designation, or evaluation criteria.
