About this file

This Statement of Work (SOW) describes the modification of five existing 15' x 60' utility floats for Naval Station Everett Port Operations to create a landing and mooring zone for tugboats and small boats.

The scope of work encompasses four primary areas: (1) Hull Preservation and Maintenance—cleaning and preparing underwater surfaces, applying marine-grade anti-fouling paint, and inspecting and replacing zinc anodes for cathodic protection; (2) Mooring Integration—fabricating and installing heavy-duty pad eyes at all four corners of each float's underwater body, engineered to withstand lateral and vertical forces from two simultaneously moored 300-ton tugboats, with positioning compatible with the SeaFlex mooring system; (3) End-to-End Coupling—removing existing "D" rubber fendering from both longitudinal ends and installing steel eyes to enable floats to be locked together securely in sequence via a sliding bar; and (4) Buoyancy and Sealing—filling all voids with 2-part marine-grade flotation foam after welding and preservation work is complete. All structural attachments must meet American Welding Society (AWS) marine standards, and all new hardware must be galvanized or marine-grade steel. The Government will furnish the five utility floats, with work performed at the Contractor's work site within a 90-day period of performance from award. Deliverables include five fully modified utility floats and engineering drawings with load rating certifications for the new pad eye installations.

STATEMENT OF WORK (SOW)

Project Title: Modification of Five Existing Utility Floats for Naval Station Everett Port Operations Assets: Five Utility Floats (15' x 60' each)

1.0 OBJECTIVE:

1.1 Perform hull preservation, cathodic protection maintenance, and structural retrofitting for

SeaFlex mooring and end-to-end coupling to deliver a newly designated landing and mooring zone specifically configured for Port Operations tugboats and small boats.

2.0 SCOPE OF WORK:

2.1 Hull Preservation and Maintenance

2.1.1 Surface Prep: Clean and prepare the underwater body of all five floats for proper adhesion.

2.1.2 Anti-Fouling: Apply marine-grade anti-fouling paint to the entire underwater surface area.

2.1.3 Cathodic Protection: Inspect and replace all existing zinc anodes for continued corrosion protection.

2.2 Mooring Integration

2.2.1 Pad Eye Installation: Fabricate and install heavy-duty pad eyes at all four corners of the underwater body on each float.

2.2.2 Load Rating: Shall be engineered to weld and fasten pad eyes and backing plates to withstand the lateral and vertical forces of two 300-ton tugboats moored simultaneously.

2.2.3 Alignment: Positioning shall be compatible with the specified SeaFlex mooring system geometry.

2.3 End-to-End Coupling

2.3.1 Fendering Removal: Remove the existing “D” rubber fendering from both longitudinal ends of the floats.

2.3.2 Coupling System: Install steel eyes at each end of the floats, aligned to allow a sliding bar to pass through.

2.3.3 Configuration: Enable the Utility Floats to be locked together securely in an end-to-end sequence.

2.4 Buoyancy and Sealing

2.4.1 Fill Voids: Once all welding and preservation is complete, fill all voids with 2-part marine-grade flotation foam and seal to enhance structural stability.

2.5 Technical Standards

2.5.1 Welding: All structural attachments (pad eyes and coupling eyes) must meet

AWS (American Welding Society) marine standards.

2.5.2 Materials: All new hardware must be galvanized or marine-grade steel to prevent premature oxidation.

3.0 PROJECT LOGISTICS AND DELIVERABLES

3.1 Government-Furnished Property: The Government will provide the five Utility Floats to be modified.

3.2 Period of Performance: 90 Days from Award Date.

3.3 Place of Performance: Work shall be performed at Contractor’s work site.

3.4 Deliverables:

3.4.1 Five fully modified Utility Floats meeting all SOW requirements.

3.4.2 Engineering drawings and load rating certifications for the new pad eye installations.
