About this opportunity
The Federal Highway Administration intends to solicit design and construction services for three concrete bridges on Delicate Arch Road within Arches National Park near Moab, Utah, with a pre-solicitation notice due date of September 23, 2026. No set-aside is anticipated.
The project, designated Reconstruction (4R) with one restoration (3R) segment, addresses inadequate culvert capacity at Salt Valley Wash, Salt Wash, and Winter Camp Wash crossings that causes flooding, sediment deposition, unsafe visitor conditions, and frequent road closures. Work includes 100-foot span concrete bridge construction at each wash, roadway profile raising to accommodate 10-year design frequency and equipment access, realignment at Salt Valley Wash to move the crossing north of existing infrastructure, and full-depth reclamation or pavement removal followed by 4-inch overlay on remaining sections.
Principal work items include 10,000 cubic yards of embankment construction, 1,725 cubic yards of placed riprap, 5,140 tons of roadway aggregate, and asphalt concrete pavement placement.
A non-mandatory pre-bid meeting and site visit is scheduled for October 8, 2026, from 9:00 a.m. to approximately 12:00 p.m. at the Arches National Park Visitors Center, 5 miles north of Moab on US 191. Contractors must register by emailing CFLContracts@dot.gov by October 6, 2026, and provide their own transportation to the project site. Plans and specifications will be posted to SAM.gov prior to the site visit; agenda, sign-in sheet, and Q&A documentation will follow on SAM.gov.

PROJECT NUMBER: UT NP ARCH 100(2)
PROJECT NAME: Bridges on Delicate Arch Road
PROJECT DESCRIPTION:
Delicate Arch Road (DAR) is within Arches National Park (Park) and provides access to
Delicate Arch. DAR is a functional class 1 roadway (Principal Park Road) and is heavily
traveled by visitors and often congested during periods with moderate-to-high levels of
visitation.
DAR crosses three low-gradient ephemeral washes (Salt Valley Wash, Salt Wash, and
Winter Camp Wash) near their confluence in the Salt Wash Basin downstream of Wolfe
Ranch. Culverts installed during original road construction in the mid-1990s and during
subsequent upgrades are inadequate to allow unobstructed stream flow and sediment
transport downstream. This existing condition produces flooding and sediment
deposition, which creates unsafe conditions for visitors, triggers road closures, potentially
strands Park visitors, diminishes visitor experience of the Park, and generates high
operational costs associated with traffic management, visitor safety, and cleanup
operations.
SCOPE OF THE WORK:
This project will be designated as Reconstruction (4R) with one segment of restoration
(3R), and will design and construct 100’ span concrete bridges at the Salt Valley Wash,
Salt Wash, and Winter Camp Wash. The DA roadway profile at each Wash will be raised
to accommodate a 10-year design frequency and allow a medium-sized excavator to
access each wash. The DA will be realigned at the Salt Valley wash, moving the roadway
and new bridge location to the north of the existing roadway and drainage crossing. The
remaining 3R sections of the roadway will receive full depth reclamation (FDR) or
removal of pavement, including all parking areas, followed by a 4-inch pavement
overlay.
PRINCIPAL WORK ITEMS:
- 20420-0000 Embankment Construction: 10,000 CUYD

- 55201-0200 Structural Concrete, Class A (AE): 752 CUYD
- 55401-2000 Reinforcing Steel, Epoxy Coated: 138,000 LB
