About this file
This file contains Questions and Answers from two site visits and advertisement periods for a federal contract opportunity UT NP ARCH 100(2), Bridges on Delicate Arch Road, conducted on October 8, 2026 and October 15, 2026.
The October 8, 2026 Q&A addresses operational and logistical questions regarding the project site within the park. Vehicles are subject to legal weight limits per Section 104 of FP-14, with no additional park restrictions on load-restricted structures. Site access is limited to one entrance with a maximum height clearance of 13'-11" at the entry kiosk; semi-trucks are unlikely to negotiate the service bypass road and roundabout, and temporary traffic control or off-peak delivery times may be required for tall deliveries. Time restrictions are referenced in Sections 107, 108, and 156 of the Standard Specifications (SCR). The cattle drive event occurs as a one-day event in November and April. The drive time from Moab to the project site is approximately 40 minutes. Contractors must bid work as shown; alternate removal methods may be submitted as Request for Information or Value Engineering Proposals during construction. No water is available from the park.
The October 15, 2026 Q&A addresses technical specifications for bridge railing fabrication and installation under pay item 55601-1100 (Bridge Railing, Steel, Two Rail). Steel bridge railing must be fabricated from an AISC-certified plant at SBR (Certified Bridge Fabricator) level or higher; no alternatives will be considered. Certification as a steel erector per FP-14 555.18 is not required for railing installation work consisting of setting posts on anchor bolts and bolting rail tubes with no field welding. Welding specifications per FP-14 555.17 and AASHTO/AWS D1.5 with certified welders are mandatory; no changes to welding specifications will be considered. For powder coating requirements and potential hot-dip galvanizing requirements, contractors must refer to Section 563 of the specifications.

Questions and Answers during Site Visit for the Advertisement of UT NP ARCH 100(2), Bridges on Delicate Arch Road
October 8, 2026
Questions Answers 1 Are there restrictions for vehicle weight within the Park?
Legal limits only, refer to Section 104 of the FP-14 for more information.
There are no additional Park restrictions or load restricted structures within the Park.
2 What are the gate access or entry requirements to the Park?
There’s only one entrance to the Park. The entry kiosk has a maximum height of 13’-11”. Due to roadway geometry, it is unlikely that semi-trucks would be able to use the service bypass road and negotiate the roundabout.
Tall deliveries may use whichever lane works best to pass through the kiosk. Temporary traffic control to hold public traffic, or off-peak hours delivery times may be required based on the dimensions and methods of transportation of the delivery.
3 Is there a height clearance through the main gate into the Park?
See response to question 2 above.
4 Are there any time restrictions?
Refer to Sections 107, 108 and 156 of the SCR’s
5 Are there any details on the cattle drive?
It’s typically a 1-day event that happens in November and April.
6 What’s the drive time from Moab to the project site?
About 40 minutes
7 Can we regrade the existing asphalt with base and reshape it?
Bid the work as shown. Alternate methods of removal may be submitted as an RFI/Value Engineering Proposal during construction.
8 Is there water available from the Park?
No water is available.

Questions Answers 1 Pay item 55601-1100 (Bridge Railing, Steel, Two Rail) references
FP-14 Subsection 556.05 ("See Section 555"). Does the FP-14
555.07 requirement to fabricate structural steel in a plant certified under the AISC Quality Certification Program apply to the fabricator of the steel bridge railing? If so, which AISC certification(s) will be accepted: Certified Highway Component Manufacturer (CPT, whose scope includes bridge rails), Certified Bridge Fabricator (SBR/IBR/ABR), or Certified Building Fabricator (BU)?
The railing is required to be from a certified plant. SBR level is adequate.
2 Does FP-14 555.18 (steel erectors certified under the AISC quality certification program) apply to installing the curb-mounted bridge railing? The work is setting posts on cast-in anchor bolts and bolting rail tubes to posts, with no field welding per the plan notes.
Being a certified steel erector is not required for bridge railing.
3 If either requirement applies, will the CO consider an alternative for the railing? Examples: fabrication by a non-AISC-certified shop using AWS D1.5-qualified WPS/PQRs and welders, with third-party CWI shop inspection at the Contractor's expense; or installation by a non-certified erector under an approved erection/QC plan.
No alternatives will be considered.
4 For railing welding under FP-14 555.17 and the plan note (AASHTO/AWS D1.5, certified welder), will the CO accept welders currently qualified to AWS D1.1, welding to a WPS qualified by PQR under AWS D1.5? If not, who must witness the D1.5 PQR test plates and welder qualification tests: an
No changes to the welding specifications will be considered.
independent CWI acceptable to the CO, or a Government representative?
5 For 55601-1100, is hot-dip galvanizing (AASHTO M111/ASTM A123) required beneath the RAL 8019 Gray Brown powder coat specified in SCR 563.11A? Or is powder coat applied directly over blast-cleaned steel acceptable for the railing components?
The plan details (zinc-drain copes on end caps, "grind prior to galvanizing") suggest a duplex system, but the SCR and plan notes don't say so outright.
Refer to Section 563 for powder coating requirements.
