Intelligence Support Services – Joint III Contract #

DRAFT STATEMENT OF WORK (SOW)
For
Intelligence Support Services – Joint III (ISSJ III) Revision A
1.0 (U) Background. The United States Special Operations Command (USSOCOM) is a Unified Command of the Department of Defense (DoD). USSOCOM is responsible for all Special Operations Forces (SOF) in the DoD. USSOCOM develops and employs the world’s finest SOF elements to conduct global special operations and activities as part of the Joint Force, in concert with the U.S. Government Interagency, Allies, and Partners. These SOF elements support persistent, networked, and distributed combatant command operations and campaigns against state and non-state actors to protect and advance U.S. policies and objectives. USSOCOM has a long-term requirement for an intelligence support program to provide comprehensive, actionable intelligence services embedded with elite units to carry out combat and other mission requirements.
2.0 (U) Scope. USSOCOM has a long-term validated requirement to increase its analytical and security personnel strength in support of on-going operations. This requirement is to provide timely, accurate, and actionable intelligence to support USSOCOM’s capability to meet un-forecasted and extremely demanding mission sets brought about by sensitive SOF operations. This is a multifaceted program consisting of, but not limited to, Program Managers and Staff, Intelligence Analysts, Socio-Cultural Analysts (SCA), Intelligence Trainers, and Security Personnel. Personnel supporting this effort shall integrate into intelligence operations and support elements at both permanent facilities and mobile locations to accomplish USSOCOM priorities and tasks per guidance, policies, and mandates of the DoD, U.S. laws, international law, and international agreements.
3.0 (U) Requirement. The purpose of this effort is to provide comprehensive, actionable, intelligence services to USSOCOM through a pool of resource personnel across the intelligence functional spectrum including, but not limited to: All-Source Intelligence*, Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Open-Source Intelligence (OSINT), Geospatial Intelligence (GEOINT), Targeting Intelligence, and Socio-Cultural Analysis (SCA)*. The Contractor shall perform SOF-specific strategic, operational, and tactical multi-layered analysis in support of Intelligence Preparation of the Environment (IPE) for military and humanitarian missions in any Area of Responsibility (AOR) world-wide. The Contractor will also provide intelligence expertise on the operations and methodology of Violent Extremist Organizations (VEO), Transnational Criminal Organizations (TCO), Special Interest Aliens (SIA), Counter Weapons of Mass Destruction (CWMD), Integrated Deterrence and other emerging threat priorities. **Select positions have a language-enabled requirement with Interagency Language Roundtable (ILR) 2+/2+ rating or higher depending on position**.
Period of Performance: This requirement is for a five year ordering period after contract award.
Place of Performance: CONUS (NCR, North Carolina, Georgia, Virgina,), OCONUS
ROT: CENTCOM AOR, AFRICOM, INDOPACOM)
3.1 (U) The Contractor shall provide all labor, travel, technical assistance, and special security services, to include, but not limited to, social-cultural analysis, indications and warnings, threat assessments, operational intelligence support, operational understanding of the environment, red team analysis, and trend/predictive analysis to support various USSOCOM units in various worldwide locations. The complete Full Time Equivalent (FTE) requirement is outlined in Attachment J-3, Pricing Matrix with specific Labor Category and locations defined in an attachment provided at contract award. All FTEs must be deployable worldwide for contingency operations with designated FTEs in Table 1.0 capable of rapid response (one (1) hour recall from notification) per Geographic Combatant Command (GCC) policies; locations, deployment timelines, and durations that are subject to change throughout the performance of the contract. FTE’s operating in CONUS shall be subject to rotate to OCONUS locations. This requirement’s level of effort may increase and require a temporary surge in hours or increases/decreases in FTEs during performance of this contract.
3.2 (U) The Contractor shall ensure that all Contractor personnel comply, at all times, with (i) all applicable DoD regulations, GCC directives, instructions, policies and procedures, and orders issued by USSOCOM, associated elements and the Combatant Commander or his/her representative, (ii) U.S., third country, host nation, and international laws and regulations, and
(iii) international agreements (e.g. treaties, conventions, protocols, Status of Forces Agreements, Host Nation Support Agreements, and Defense Technical Agreements), applicable to Contractors supporting the U.S. Armed Forces under the facts and circumstances in the area of operations (AO). Furthermore, additional documentation identified by the Government during performance periods of this effort may be required.
3.3 (U) Compliance with U.S. Codes, Laws, Rules, and Regulations Concerning Access to U.S. Persons Information.
3.4 (U) The Contractor shall develop mechanisms to ensure compliance with Executive Order (E.O)12333, United States Intelligence Activities, as amended; DoD Directive 5240.01, DoD Intelligence Activities, and DoD 5240.01-R, Procedures Governing the Activities of DoD Intelligence Components that Affect United States Persons. USSOCOM ERA participants will handle U.S. Persons information per the provisions of DoD 5240.01-R concerning collection, retention, and dissemination.
3.5 (U) The Government Technical Manager will provide the Contractor with legally vetted criteria with which to assess data to determine whether the data falls within an authorized mission of the DoD. When U.S. Persons information is likely to be present in the data, this assessment shall not exceed ninety (90) days and the Contractor shall ensure that masking criteria are applied.
3.6 (U) The Contractor shall maintain strict accountability of access to U.S. Persons information and will accomplish Non-Disclosure Agreements (NDA) for all personnel with access. The Contractor shall document and produce a summary log of access to any U.S.
Persons information. The Contractor will immediately destroy any data determined to be beyond the scope of this effort that individually identifies U.S. Persons information as directed by the Government.
4.0 (U) Personnel. As used herein, “Contractor” includes both prime and Subcontractor personnel. The Contractor shall ensure the requirements of this Statement of Work (SOW) are included in all associated subcontracts. The Contractor shall provide FTEs authorized in Attachment J-3, Pricing Matrix to support the USSOCOM and subordinate or associated organizations. The Contractor shall provide personnel who possess the necessary skills, knowledge, and training to perform the services required by this SOW. All positions supporting this SOW require a current Top-Secret clearance and SCI eligibility prior to starting work on this contract. The following positions are identified as key personnel: Transition Manager, Program Manager (PM), and Deputy Program Manager (DPM). To facilitate and maintain effective Government/Contractor interface, the Contractor shall provide to the Contracting Officer or designated Contracting Officer Representative (COR), written notice of any personnel changes in key positions. The Contractor shall always remain responsible for the conduct of their employees. As referenced in paragraph 4 of this SOW, one can find the definition of the phrases “Operational Level of Warfare” and “operational level” in SOW under reference M at the conclusion of the SOW (Army Field Manual 3-0, October 2022). Additionally, examples of equivalent Government agencies to the DoD include, but are not limited to, the Department of State and Department of Homeland Security. The Contractor shall provide the following personnel:
4.1 (U) Transition Manager (TM). The Contractor shall provide a dedicated contract Transition Manager responsible for the planning and oversight of all activities necessary for the transition of services, staffing, work-in-progress, and management stand up functions to the Contractor. The Transition Manager is a 0.5 FTE requirement during the base year only. As part of the Transition Phase-in, the Transition Manager will ensure all contract transition requirements from the incumbent are identified, scheduled, negotiated, and completed during the specified Contract Transition Term and Contractor personnel are in place with required facility access, artifacts, processes, and appropriate access to systems necessary for the transition of incumbent to the Contractor. The Transition Manager’s and Transition team’s place of performance will primarily be at Fort Liberty, North Carolina. The Contractor will regularly report status to the COR and Contracting Officer at periodic meetings, through written reports, and transition schedule updates. The Transition Manager is considered as Key Personnel (SOFARS Clause 5652.237-9001). Above and beyond the Key Personnel Contract clause, the Contractor shall provide replacement, within 5-7 working days of notification, if the Transition Manger is deemed unacceptable by the COR and or Contracting Officer.
4.1.a. (U) The Transition Manager shall meet the following qualifications:
Required:
(U) Demonstrated experience as a Transition Manager (TM) for a private sector company managing the transition of professional service contracts is required. This experience must include a large-scale transition of no less than 100 personnel within the DoD or equivalent with Government agencies. The TM shall have demonstrated experience leading the planning, submission, and execution of Transition Phase-In Plans and Transition Phase-Out plans of a similar scale.
(U) Minimum three (3) years’ USSOCOM or JSOTF intelligence experience at the Operational Level of Warfare
(U) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
Desired:
(U) Eight (8) or more years’ USSOCOM or JSOTF experience in special operations intelligence disciplines
(U) Specific experience supervising or leading teams and projects applying project management principles using industry best practices.
(U) A Bachelor’s degree in subject matter area, or closely related discipline
4.2 (U) Program Manager (PM), Deputy Program Manager (DPM), and Program Coordinator (PC). The Contractor shall provide a Program Manager (PM), a Deputy Program Manager (DPM), and Program Coordinators (PC). The PM and DPM are considered as Key Personnel (SOFARS Clause 5652.237-9001). The PCs are not considered Key Personnel.
The PM’s and DPM’s place of performance will be at the USSOCOM, Fort Liberty, North Carolina facilities and are responsible for coordinating all aspects of contract management, and the PCs shall adequately supervise Contractor personnel in support of USSOCOM subordinate or associated organizations.
4.2.1(U) The PM, DPM, and PC shall be available to the COR and Contracting Officer during normal business hours and shall be available during all other times as required. A list of names, work and phone number, address, and where the PM, DPM, and PC can be reached 24 hours daily, must be provided to the on-site Government representative, COR, and Contracting Officer. The PM, DPM, and PC shall maintain accurate contact information throughout the periods of performance and will notify the COR of any changes within 3 days of the occurrence.
Above and beyond the Key Personnel Contract clause, the Contractor shall provide immediate replacement within 5-7 working days of notification if the PM and/or DPM are deemed unacceptable by the COR and Contracting Officer. **The contract will identify one Contractor individual at each site/section as a Site Lead that works with the Program Coordinator for personnel requirements**.
4.2.1.a (U) The PM/DPM shall meet the following qualifications:
(U) Bachelor's degree in subject matter area, or closely related discipline
(U) Ten (10) or more years of managerial experience within USSOCOM, JSOTF, or other the DoD or equivalent Government agencies
(PgMP)
(U) Master’s degree in subject matter area, or closely related discipline
(U) Eight (8) or more years USSOCOM or JSOTF experience in special operations intelligence disciplines
(U) Defense Acquisition University DAWIA or Back-2-Basics Program Management Certifications
4.2.1.b (U) The PCs shall meet the following qualifications:
(U) 5 or more years of managerial experience within the DoD or equivalent Government agencies.
(U) 2 or more years of USSOCOM or JSOTF intelligence experience at the Operational Level of Warfare.
(PgMP) is required.
(U) Bachelor’s degree in subject matter area, or closely related discipline
Five (5) or more years USSOCOM or JSOTF experience in special operations intelligence disciplines.
(U) Defense Acquisition University DAWIA or Back-2-Basics Program Management
Certifications.
Other Personnel
4.3 (U) All-Source Intelligence Analysts (ASIA). The Contractor shall provide Intelligence Analysts responsible for researching, developing, and presenting intelligence products at the operational level for senior leaders, commanders, and staff. The All-Source Intelligence Analyst (ASIA) will perform all-source intelligence analysis and production, as well as interface with Combatant Command and Intelligence Community counterparts to ensure maximum collaboration and situational awareness to accomplish Special Operations Forces (SOF) unique operational and tactical level intelligence requirements. The All-Source Intelligence Analysts (ASIA) must possess knowledge at the tactical and operational levels and be capable of performing all-source intelligence analytic support to Counterterrorism/Violent Extremist Organizations (CT/VEO), Integrated Deterrence, Tactical Combat Operations (TCO), Security Impact Analysis (SIA), Counter Weapons of Mass Destruction (CWMD), and crisis response operations and missions. The All-Source Intelligence Analysts (ASIA) shall demonstrate level of proficiency in proven analytic techniques, current analytic tools, production of high-quality comprehensive technical/non-technical intelligence products (assessments, finished intelligence products, papers, presentations) and the proven ability to prepare and present formal or informal briefings as required and specified in the below qualifications. ** Some ASIA billets will be required to serve as the USSOCOM representative during non-duty hours and support 24/7 rotational shift hours**.
4.3.a (U) The position of All-Source Intelligence Analyst – Subject Matter Expert (SME) for this contract shall possess the following qualifications:
(U) 8 or more years of all-source intelligence analyst experience at the full performance level, with 5 or more years working for or with USSOCOM SOF or national level intelligence agencies, such as NSA, CIA, or DIA.
(U) At three (3) years of experience and knowledge in intelligence support to special operations.
(U) Superior proficiency, knowledge, understanding, and experience with current all-source analytical techniques, theory, methodologies, processes, and trends.
(U) Demonstrate superior proficiency and knowledge of the current suite of all-source intelligence tools.
(U) 3 or more years of experience writing formal finished intelligence assessments (e.g., white papers, targeting packages, or other serialized finished intelligence products).
(U) Demonstrate experience preparing and delivering intelligence briefings at the Colonel (O-6) / GS-15 level or higher.
4.3.b (U) The position of All-Source Intelligence Analyst – Expert shall possess the following qualifications:
(U) Minimum of six (6) years of experience as an all-source intelligence analyst within the DoD or equivalent Government agencies is required with four (4) years at the operational level.
(U) Proficiency, knowledge, understanding, and experience with current all-source analytical techniques, theory, methodologies, processes, and trends.
(U) Demonstrate expert proficiency and knowledge of the current suite of all-source intelligence tools.
(U) Demonstrate experience preparing and delivering intelligence briefings at the Lieutenant Colonel (O-5) / GS-14 level or higher.
4.3.c (U) The position of All-Source Intelligence Analyst - Journeyman shall possess the
(U) Minimum of four (4) years of experience as an all-source intelligence analyst within the DoD or equivalent Government agencies required.
(U) Strong working knowledge, understanding, and experience with current all-source analytical techniques, theory, methodologies, processes, and trends.
(U) Demonstrate strong working knowledge of the current suite of all-source intelligence tools.
(U) Demonstrate some experience preparing and delivering intelligence briefings at the Captain (O-3) / GS-13 level or higher.
4.4 (U) Intelligence Collection Manager (ICM). The Contractor shall focus on all issues pertaining to collection and production management, including doctrine, policy, procedures, oversight, tactical, theater, and national-level coordination and other issues. The ICM performs Intelligence Collection Management duties for routine, Special Access Program (SAP), and compartmented projects, operations, and exercises for all intelligence disciplines. The ICM shall be able to demonstrate superior proficiency in utilizing current intelligence related automation, requirements-based applications, tools, and databases to support collection, analytical efforts and product development. The ICM assists in the development of collection plans, establishes priorities for collection and routinely assists with the day-to-day activities of the command collection management activities. The Intelligence Collection Manager shall develop, plan, support and provide guidance, assistance and have oversight on all intelligence collection and production management functions, projects, and activities. Additionally, the ICM coordinates with appropriate National Intelligence Agencies, Combatant Command Joint Intelligence Centers, and Service Production Centers advocating for inclusion of customer requirements in those activities standing collection and production requirements while actively assisting in analyst/collector/collection management partnership forums to support analysts on collection issues.
4.4.a (U) The position of Intelligence Collection Manager - Subject Matter Expert (ICM SME) shall possess the following qualifications:
(U) Minimum of eight (8) years of total intelligence/intelligence operations experience within the DoD or equivalent Government agencies required, with five (5) years at the
(U) Shall serve as the subject matter expert and advise on all aspects of collection management during routine, contingency, special access program, compartmented projects, operations, and exercises.
(U) Minimum of 5 years of experience in collection management with a strong background and firsthand experience is required in collection management and/or intelligence reporting, including doctrine, policy, procedures, oversight, tactical, theater, and national-level coordination.
(U) Excellent briefing and executive level writing skills.
4.4.b (U) The position of Intelligence Collection Manager (ICM) – Expert shall possess the
(U) Minimum of six (6) years of intelligence/intelligence operations experience within the DoD or equivalent Government agencies required, with four (4) years at the operational level.
(U) Highly proficient in utilizing current intelligence related automation, applications, tools, and databases to support analytical efforts and product development.
(U) Strong briefing and writing skills.
(U) Strong background and firsthand experience are required in collection management and/or intelligence reporting, including doctrine, policy, procedures, oversight, tactical, theater and national-level coordination.
(U) Ability to perform all aspects of collection management during routine, contingency, special access program, compartmented projects, operations, and exercises.
(U) Demonstrated ability to plan, coordinate, and oversee the work of intelligence personnel engaged in the intelligence collection management functions.
(U) In-depth knowledge of SOF and or CT intelligence experience is highly desirable.
4.5 (U) Captured Enemy Material (CEM) Analyst. The Contractor shall participate in the exploitation and provide analysis of CEM related documents and media. The CEM Analyst shall have advanced analytic capabilities to identify, assess, and report on enemy capabilities and tactics in support of target development and warning and the production of all-source strategic, operational, and tactical intelligence analysis. CEM Analyst shall produce intelligence products associated with researching, analyzing, evaluating, and publishing routine intelligence studies, plans, and or products and collaborates with other analysts throughout the DoD and the Intelligence Community on forecasts and assessments.
4.5.a (U) The position of Captured Enemy Material - Subject Matter Expert (CEM SME) shall possess the following qualifications:
(U) A minimum of eight (8) years of experience performing analytical intelligence related operations while serving in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center, Combatant Command, or a non-DoD equivalent Inter-Agency (IA) operational community. The CEM SME shall have no less than five (5) years of operational analysis in their analytical field.
(U) Advanced skill sets with the Find, Fix, Finish, Exploit, Analyze and Disseminate
(F3EAD) targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.
(U) Advanced skill sets with the Intelligence Cycle, High Value Individuals (HVI)
Targeting, Social Network Analysis, Patterns of Life Analysis, Sensitive Site Exploitation (SSE) and data-at-rest.
(U) Employ their expert knowledge and understanding of analytical theory, doctrine, rules, regulations, directives, systems, concepts, methodologies, and relevant skills related to intelligence operations.
(U) Expert knowledge of applying tradecraft, tools, and methods to collect, analyze, and integrate complex information related to targeting.
4.5.b (U) The position of Captured Enemy Material Intelligence Analyst – Expert shall
(U) Minimum of six (6) years of analytical experience within the DoD or equivalent Government agencies required, with four (4) years at the operational level.
(U) Strong briefing and writing skills.
(U) Strong background and firsthand experience are required in the following analytical areas: SSE, data-at-rest, Regional Analysis, Geo-Political Analysis, HUMINT/SIGINT Analysis and Collection Management.
(U) Ability to work independently with little or no supervision.
(U) Ability to work as a part of a team to identify trends and information of value within data-at-rest to drive reporting and production to alert decision-makers of new developments and to meet specific customer requirements.
(U) In-depth knowledge of SOF and or CT intelligence experience is highly desirable.
4.6 (U) Counterintelligence Analysts. The Contractor shall provide timely, cogent, and relevant advice to improve the CI posture of supported activities, ensure intelligence oversight compliance, and accurately document and report CI indicators or concerns. CI Analysts will coordinate and support cross-community meetings and working groups, assimilate large volumes of information, de-conflict information of value between sections, and independently produce reports. CI Analysts shall research, create, develop, and deliver professional multi-media, written reports, and CI products at the operational and strategic levels utilizing multiple CI and HUMINT reporting tools; receive Contact, Lead, and Intelligence Information Reports, participate in reviews, and respond with corrective measures as necessary. CI Analysts will manage source data information within the Integrated Defense Source Registration System as well as participate in Asset Validation Panels and provide accurate, in-depth CI reviews of all active assets. on screened CI Analysts will develop all-source association matrices on individuals of CI interest. CI Analysts will maintain familiarity with signature reduction training standards and processes, assist the command in determining the appropriate use of signature reduction techniques, and ensure all standards are met before signature reduction techniques are applied.
4.6.a (U) The position of Counterintelligence Analyst - Subject Matter Expert (CI-SME) shall possess the following qualifications:
(U) A minimum of eight (8) years of experience performing counterintelligence related operations while serving in a Joint Special Operations Task Force, Inter-agency Task Force, National Intelligence Agency, Law Enforcement Agency, Joint CI Activity, or Combatant Command.
(U) CI-SMEs shall have no less than eight (8) years of operational analysis experience in their analytical field. Five (5) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.
(U) Understand the F3EAD targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.
(U) Advanced skill sets with the HUMINT Operations Cycle, CI Support to HUMINT
Operations, Asset Risk Assessment System (ARMS), Operational Risk Management Process, and Patterns of Life Analysis and one or more of the following areas: Human Factors Analysis, Human Terrain Analysis, SIGINT Targeting, Convergence Analysis, and Intelligence training.
(U) Employed their expert knowledge and understanding of CI theory, doctrine, rules, laws, regulations, directives, systems, concepts, methodologies, and relevant skills related to full spectrum CI operations.
4.6.b (U) The position of Counterintelligence Analyst – Expert shall possess the following qualifications:
(U) A minimum of eight (6) years of experience performing counterintelligence related operations while serving in a Joint Special Operations Task Force, Inter-agency Task Force, National Intelligence Agency, Law Enforcement Agency, Joint CI Activity, or Combatant Command.
(U) No less than eight (6) years of operational analysis experience in their analytical field. Five (5) years of experience in a managerial level position in support of special operations and combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.
(U) Understand the F3EAD targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.
(U) Advanced skill sets with the HUMINT Operations Cycle, CI Support to HUMINT
Operations, Asset Risk Assessment System (ARMS), Operational Risk Management Process, and Patterns of Life Analysis and one or more of the following areas: Human
(U) Employed their expert knowledge and understanding of CI theory, doctrine, rules, laws, regulations, directives, systems, concepts, methodologies, and relevant skills related to full spectrum CI operations.
4.7 (U) Intelligence Discipline Lead - Subject Matter Expert (IDL SME). The Contractor shall provide specialized IDL SME support to assist USSOCOM in the conducting of targeting analysis and comprehensive counter-intelligence operations. The Contractor shall provide all necessary specialized non-personal labor, material, and services necessary to perform intelligence operations, coordination, product production, data integration, synchronization, and prioritization of USSOCOM missions and operational objectives. The IDL SME shall possess SME-level skill sets in the specific intelligence discipline with demonstrated experience and results to include knowledge of training requirements, mission requirements, the ability to communicate with USSOCOM customers and knowledge of the organization accurately and effectively. IDL SMEs shall assist the USSOCOM Staff to identify and assist in the development of prudent COAs, recommend priorities, train members of the team, and employ technical knowledge for the long-term benefit to USSOCOM operations.
4.7.a (U) The position of Intelligence Discipline Lead - Subject Matter Expert (IDL SME)
(U) A minimum of eight (8) years of experience performing analytical intelligence related operations while serving in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center, Combatant Command, or a non-DoD equivalent IA operational community.
(U) No less than five (5) years of operational analysis experience in their analytical field.
Two (2) years of experience in a managerial level position in support of special operations, including combat overseas tours with a SMU and or SOF in an operational environment providing a direct analysis support function is highly desired.
(U) Advanced skill sets with the F3EAD targeting methodology to include broad knowledge of additional intelligence disciplines and significant demonstrable experience in their field capable of leading analytical efforts culminating in products.
(U) Advanced skill sets with the Intelligence Cycle, HVI Targeting, Social Network Analysis, Patterns of Life Analysis and one or more of the following areas: Human
(U) Employed their expert knowledge and understanding of analytical theory, doctrine, rules, regulations, directives, systems, concepts, methodologies, and relevant skills related to intelligence operations.
(U) Expert knowledge of applying tradecraft, tools, and methods to collect, analysis, and integrate complex information related to targeting.
4.8 (U) SIGINT Analyst. The Contractor shall have advanced SIGINT knowledge to identify and or confirm individuals, organizations, facilities, locations, trends, or patterns of interest associated with a high value target or network of interest in a collaborative environment. The SIGINT Analysts shall coordinate SIGINT procedures with internal and external SIGINT activities to ensure the collection, dissemination, and/or precision geo-location activities adhere to guidance and appropriate directives. SIGINT Analysts shall have a high level of proficiency with NSA and other SIGINT analytical databases covering both Dial Network Recognition (DNR) and Digital Network Intelligence (DNI) related technologies and must demonstrate a working knowledge of the most current SIGINT systems, databases, and software tools.
4.8. a (U) The position of SIGINT Analyst – Subject Matter Expert shall possess the following
(U) All the qualifications of an All-Source intelligence Analyst SME are required (refer to position description for All-Source Intelligence Analyst - SME in SOW Section 4.3.a).
(U) Proficient in utilizing basic computer applications and current SIGINT related databases to support analytical efforts and product development in support of operations.
(U) Proficient in utilizing current intelligence related automation, applications, tools, and databases to support analytical efforts and product development.
(U) Strong briefing skills and be capable of effectively directing and influencing the conduct of SIGINT operations.
(U) Strong background and firsthand experience in SIGINT Analysis, SIGINT systems, tools, and databases, reporting and collection management.
(U) Expert knowledge of SOF and or CT intelligence experience is highly desirable.
4.8. b (U) The position of SIGINT Analyst – Expert shall possess the following qualifications:
(U) All the qualifications required of an All-Source intelligence Analyst - Expert. (refer to position description for All-Source Intelligence Analyst - Expert in SOW Section 4.3.b).
(U) Proficient in utilizing basic computer applications and established SIGINT related databases to support analytical efforts and product development.
(U) Strong briefing, reporting, and writing skills.
(U) A high level of proficiency with National Security Agency (NSA) and other SIGINT analytical databases covering both Dial Network Recognition (DNR) and Digital Network Intelligence (DNI) related technologies.
(U) Strong background and firsthand experience are required in SIGINT analysis, SIGINT systems, tools, and databases, reporting and collection management.
(U) Acute knowledge of SOF and or CT/counter proliferation intelligence experience is highly desirable.
(U) Current NSAnet access.
4.9 (U) OSINT/PAI Targeting Analyst. The Government requires Open-Source/Publicly Available Information Intelligence Analysts on this contract. OSINT Analysts are responsible for conducting advanced collection, Processing, Exploitation, Dissemination (PED), reporting, and targeting using publicly available and commercially available data sources. OSINT Analysts shall interface with the Intelligence Community to produce intelligence assessments in support of special operations, targeting, HUMINT and exploitation operations, cyber operations, and indications and warnings threat estimates. OSINT Analysts shall fuse publicly available and commercially available information for multi-intelligence assessments.
4.9.a (U) The position of OSINT/PAI Targeting Analyst – Subject Matter Expert shall
(U) Minimum of eight (8) years of total experience as an intelligence analyst within the DoD or the Intelligence Community.
(U) Minimum of three (3) years of specific experience in OSINT/PAI exploitation directly supporting special operations, intelligence operations, kinetic/non-kinetic targeting, and/or HUMINT lead development. Prior experience providing OSINT analytic support to special operations in preferred. (Note: experience with traditional/legacy OSINT duties (i.e. reviewing, translating, and/or reporting on feeds from domestic or foreign PAI, social media, or news sources) will not be considered equivalent experience.)
(U) Minimum two (2) years of experience with digital signature reduction.
(U) Advanced proficiency in the current suite of available all-source intelligence tools, databases, and repositories, as well as analytic and targeting methodology.
(U) Advanced proficiency with the current suite of available specific OSINT/PAI tools, databases, and repositories, as well as OSINT research and methodology, and a strong understanding of the digital information environment (including social media, the internet, commercially available data, and deep/dark web data sources).
(U) Advanced understanding of OSINT/PAI authorities, regulations, and policy.
(U) Superior written communications skills and proficiency with the Microsoft Office suite of applications.
(U) Superior verbal briefing skills, with demonstrated history of briefing at the O5/GS14 level or above.
4.9.b (U) The position of OSINT/PAI Targeting Analyst – Expert shall possess the following
(U) Minimum of six (6) years of total experience as an intelligence analyst within the DoD or the Intelligence Community.
(U) Minimum of two (2) years of specific experience in OSINT/PAI exploitation, analysis, and reporting. Prior experience providing OSINT analytic support to special operations in preferred. (Note: experience with traditional/legacy OSINT duties (i.e. reviewing, translating, and/or reporting on feeds from domestic or foreign PAI, social media, or news sources) will not be considered equivalent experience).
(U) Strong proficiency in the current suite of available all-source intelligence tools, databases, and repositories.

4.9.c (U) The position of OSINT/PAI Targeting Analyst - Journeyman shall possess the
(U) Minimum of four (4) years of total experience as an intelligence analyst within DoD or the Intel Community.
(U) Minimum of one (1) year of specific experience in OSINT/PAI exploitation, analysis, and reporting. Prior experience providing OSINT analytic support to special operations in preferred.
(U) Strong communication skills (written and verbal) demonstrated at both team and executive levels.
(U) Proficiency in the current suite of available all-source intelligence tools, databases, and repositories.
(U) Strong working knowledge of the current suite of available OSINT/PAI tools, databases, and repositories.
(U) Strong background required in the following analytical areas: Regional analysis, Geo-Political analysis, and HUMINT/SIGINT analysis, Geospatial analysis, bulk data analysis, public records research and analysis, or investigative analysis.
(U) Strong written communications skills and proficiency with the Microsoft Office suite of applications.
(U) Strong verbal briefing skills, able to brief at the O4/GS13 level or above.
4.9.d (U) The position of OSINT/PAI Targeting Analyst (Language Enabled) – Expert shall
(U) All qualifications of OSINT/PAI Targeting Analyst – Expert are required. (Refer to position description for OSINT/PAI Targeting Analyst – Expert in SOW Section 4.9.b).
(U) Must demonstrate foreign language proficiency (reading, listening, writing, speaking) on a designated language as identified by the Government. At the Government’s discretion, analytic experience qualification requirements may be reduced or waived to meet the language proficiency requirement.
4.9.e (U) The position of OSINT/PAI Targeting Analyst (Language Enabled) - Journeyman
(U) All qualifications of OSINT/PAI Targeting Analyst - Journeyman are required (refer to position description for OSINT/PAI Targeting Analyst – Journeyman in SOW Section 4.9.c).
(U) Must demonstrate foreign language proficiency (reading, listening, writing, speaking) on a designated language as identified by the Government. At the Government’s discretion, analytic experience qualification requirements may be reduced or waived to meet the language proficiency requirement.
4.10 (U) Intelligence Exploitation Analysts. The Contractor shall provide Intelligence Exploitation Analysts to provide analytical and planning support to screening, exploitation and other HUMINT missions. Intelligence Exploitation Analysts interface with intelligence organizations, IA, and other DoD organizations to fully prepare teams, as well as prepare analytical products and assessments supporting targeting efforts, source development and threat analysis.
4.10.a (U) The position of Intelligence Exploitation Analysts - Subject Matter Expert shall
(U) All the qualifications of an All-Source Intelligence Analyst SME are required (refer to position description for All-Source Intelligence Analyst SME in SOW Section 4.3.a).
(U) Proficient in utilizing basic computer applications and intelligence related automation to support Intelligence Exploitation analytical efforts and product development.
(U) Strong briefing skills and be capable of effectively directing subordinate analysts in the accomplishment of intelligence products and assessments.
(U) Advance working knowledge of screening, exploitation, and detainee operations and other HUMINT missions including methodologies and systems.
(U) Strong background and firsthand experience in the following analytical areas:
Regional Analysis, Geo-Political Analysis, HUMINT Analysis, and Collection Management.
4.10. b (U) The position of Intelligence Exploitation Analysts - Expert shall possess the
(U) All the qualifications of an All-Source Intelligence Analyst – Expert are required (refer to position description for All-Source Intelligence Analyst - Expert in SOW Section 4.3.b).
(U) Shall be highly proficient in utilizing current intelligence related automation, applications, tools, and databases to support analytical efforts and product development.
(U) Shall possess strong briefing and writing skills.
(U) Shall possess advanced working knowledge of Interrogation, Exploitation and
Detainee Operations and other HUMINT missions including methodologies and systems.
(U) Strong background and firsthand experience are required in the following analytical areas: Regional analysis, Geo-Political analysis, HUMINT analysis and Collection Management.
(U) In-depth knowledge of SOF and CT intelligence experience is highly desirable.
4.11 (U) Intelligence Targeting Analysts. The Intelligence Targeting Analysts shall provide support and engage in the target development process in both CONUS and deployed environments in support of intelligence collection, CT and or counter proliferation. Intelligence Targeting Analysts shall have in-depth analytic skills to identify, assess, and report on enemy capabilities and tactics in support of target development and the production of all-source strategic, operational, and tactical intelligence analysis. Intelligence Targeting Analysts enable the F3EAD targeting cycle driving Intelligence collection support target development and production.
4.11.a (U) The position of Intelligence Targeting Analyst - Subject Matter Expert (ITA SME)
(U) All the qualifications required of an All-Source Intelligence Analyst SME (refer to position description for All-Source Intelligence Analyst - Expert in SOW Section 4.3.a).
(U) Minimum of three (3) years targeting experience within previous five (5) years.
(U) Advanced HVI/Network targeting methodology knowledge/understanding, nodal analysis, and ability to fully utilize the F3EAD targeting process.
(U) Highly proficient in utilizing current applications and intelligence related automation to support target development, analytical efforts, and product development.
(U) Excellent briefing skills and experience in directing subordinate analysts in the accomplishment of intelligence products and assessments.
(U) Experience in the following analytical areas: CT, Regional Analysis, Geo-Political Analysis.
(U) Expert knowledge of SOF and or CT intelligence experience is required.
4.11. b (U) The position of Intelligence Targeting Analyst - Expert shall possess the following
(U) All the qualifications of an All-Source Intelligence Analyst - Expert are required (refer to position description for All-Source Intelligence Analyst - Expert in SOW Section 4.3.b).
(U) Minimum of two (2) years targeting experience within previous three (3) years.
(U) Advanced HVI/Network targeting methodology knowledge / understanding, nodal

(U) Excellent briefing skills and experienced in directing subordinate analysts in the
(U) Experience in the following analytical areas: CT, Regional Analysis, Geo-Political Analysis.
4.12 (U) Targeteer Analyst - Subject Matter Expert (TA-SME). The Contractor shall provide specialized Targeteer SME support to assist USSOCOM subordinates or associated organizations and staffs. The TA-SME will be experienced and hold certifications to execute precision point mensuration, accurate Joint Desired Point of Impact identification (JDPI) and placement (“point dropping”). The TA-SME shall be a skilled Collateral Damage Estimate (CDE) analyst with the ability to communicate accurately and effectively with USSOCOM senior leadership and customers. Subject matter expertise is required to conduct training of incoming certified Targeteers on orders to support forward-deployed RTFs in all elements of TF-specific targeting, to include, but not limited to, precision point mensuration, weaponeering, and CDE analysis and estimation in both dynamic and deliberate targeting situations.
4.12.a (U) The position of Targeteer Analyst - Subject Matter Expert (TA-SME) shall possess the following qualifications:
(U) All the qualifications of an All-Source Intelligence Analyst SME are required (refer to position description for All-Source Intelligence Analyst - SME in SOW Section 4.3.a).
(U) Expert knowledge of SOF and or CT intelligence experience.
(U) Certified in CJCSI 3505.01C (Target Coordinate Mensuration Certification and Program Accreditation).
(U) Excellent briefing skills and experienced in directing subordinate analysts in the
(U) A minimum of seven (7) years of experience as a Targeteer in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center, Combatant Command, or a non-DoD equivalent IA operational community.
(U) Experience with target material production (TMP), to include, but not limited to, target development and validation.
4.13 (U) Intelligence Analyst Trainers. The Contractor shall conduct training for individuals and small groups with a wide range of skill sets, capabilities, and intelligence backgrounds (All- Source, SIGINT, GEOINT, HUMINT, Intel Exploitation, OSINT, etc.) to introduce custom built analytical tools and their application within targeting and analytic methodologies including, but not limited to, F3EAD. Training requirements will include the development, evolution, and maintenance of internal and external programs of instruction covering analytic tools and methodologies, the coordination and compliance of annual community training requirements, and collaboration in identifying and facilitating training opportunities for organization personnel.
Intelligence Analyst Trainers must have proficiency using analytic systems, current tools, and databases.
4.13. a (U) The position of Intelligence Analyst Trainer – Expert shall possess the following
(U) Minimum of six (6) years intelligence/intelligence operations experience within the DoD or equivalent Government agencies required, with four (4) years at the operational level.
(U) All the qualifications of an All-Source Intelligence Analyst – Expert are required.
(U) Sufficient experience to conduct training for individuals and small groups with a wide range of skill sets, capabilities, and intelligence backgrounds (All-Source, SIGINT, GEOINT, HUMINT, Intel Exploitation, OSINT, etc.) to introduce custom built analytical tools and their application to the F3EAD Targeting Methodology.
(U) Advanced HVI/Network Targeting methodology knowledge/understanding, nodal
(U) Strong briefing skills.
(U) Strong background and first-hand experience are required in the following analytical areas: Regional Analysis, Geo-Political Analysis, GEOINT/HUMINT/SIGINT Analysis and Collection Management.
4.14 (U) HUMINT - Subject Matter Experts (HUMINT SME). The Contractor shall provide specialized HUMINT SME support to assist USSOCOM in the conducting of HUMINT and intelligence missions. The Contractor shall provide all necessary specialized non-personal labor, materiel, and services necessary to support USSOCOM Staff to perform HUMINT planning/execution to include data collection, analyses, coordination, and reporting as well as adaptive planning to identify knowledge and capability (or training) shortfalls. This support includes assisting the USSOCOM Staff to integrate, synchronize, and prioritize HUMINT missions, operations, activities, and actions to ensure compliance with DoD guidance while maintaining focus on achieving operational objectives. Specialized expertise is necessary to assist the USSOCOM Staff to identify and assist in the development of prudent COAs to resolve emergent HUMINT issues, determine priorities, employ technical knowledge for the long-term benefit of HUMINT operations, and to ensure support of HUMINT activities maintains compliance with applicable laws, policies, and other established guidance.
4.14.a (U) The position of HUMINT Analyst - Subject Matter Expert (HA SME) shall possess the following qualifications:
(U) A minimum of eight (8) years of experience performing HUMINT related operations while serving in an Intelligence Task Force, National Intelligence Support Team, National Military Joint Intelligence Center or Combatant Command, or a non-DoD equivalent IA operational community or operational unit.
(U) No less than five (5) years of experience in Collection Management and all-source analysis and two (2) years of experience in a managerial level position in support of HUMINT programs and analysis.
(U) Advanced skills in the Intelligence Cycle, HUMINT Targeting Cycle, HVI Targeting, Human Factors Analysis, Human Terrain Analysis, Social Network Analysis, and Patterns of Life Analysis.
(U) Proficient in using information databases such as HUMINT Online Tasking and Reporting, GCOMS, CRATE, and CHROME.
(U) Strong knowledge and understanding of HUMINT theory, doctrine, rules, regulations, directives, systems, concepts, methodologies, and relevant skills related to HUMINT analysis and operations.

4.14.b (U) The position of HUMINT Targeting Specialist - Subject Matter Expert (HTS SME)
(U) A minimum of eight (8) years of experience in an analytic or targeting capacity within a National Intelligence Agency, Combatant Command staff, or DoD operational units.
