About this opportunity
The Department of the Navy's Military Sealift Command seeks ultrasonic hull gauging services for the USNS Kaiser (T-187) ESP Hull Special Survey 8 under RFQ N4044327Q0003, with quotes due November 18, 2026. The Set Aside line reads "No Set-Aside Used." Award will be a firm-fixed-price purchase order to the lowest priced technically acceptable quoter.
Place of performance is San Diego, CA 92136, at Naval Base San Diego. The performance work statement lists San Diego work from November 25 to December 9, 2026. The derived RFQ summary gives November 28 to December 10, 2026. The PWS also requires seven consecutive days of gauging during dry-docking at Vigor Marine shipyard in Portland, Oregon, between January 5 and February 19, 2027.
Offerors must be ABS-approved ESP hull gauging firms and include proof of current ABS certification in their technical submissions. The scope is 35,000 ultrasonic thickness readings, priced as a unit price per shot (up to 35,000 shots). Rope access personnel must be SPRAT or IRATA certified, with at least one Level 3 supervisor. The contractor must also provide a certified marine chemist to gas-free 36 cargo and ballast tanks and a qualified competent person for air quality testing. Work is scheduled between 0800 and 1900 hours. Base access requires DBIDS credentials annotated "Pier Access." Contractors without cards should contact the Procurement Analyst after award to begin enrollment. Deliverables include daily reports, a composite drawing, and a final typewritten report within 10 working days of completion. Wage Determination WD 2015-5635 (Rev. 32) applies.
Quotes must itemize labor, travel, lodging, equipment, and other costs, plus the total firm-fixed price and discount terms. No dollar ceiling or budget is stated. Evaluation considers technical capability and price, and the government may negotiate with as many or as few quoters as it deems appropriate. No incumbent is named. Submit quotes in Adobe or Microsoft Office format to Jorge A. Soto (jorge.a.soto17.civ@us.navy.mil) or Amador R. Estrada (amador.r.estrada.civ@us.navy.mil).
