About this file
This is a Performance Work Statement (PWS) for hull and structural roping and ultrasonic gauging services on the USNS KAISER (T-AO 187), a single-hull tanker operated by the Military Sealift Command.
The contractor must provide an ABS-approved Enhanced Survey Program (ESP) Hull Gauging firm to conduct ultrasonic thickness readings on the vessel's hull, bulkheads, deck plating, scantlings, piping, and associated structures in compliance with ABS Special Hull Survey No. 8 requirements for non-double hull tankers. The scope includes obtaining and recording 35,000 ultrasonic thickness (UT) readings across two periods of performance: San Diego, CA from November 25 to December 9, 2026, and Portland, OR at Vigor Marine shipyard for 7 consecutive days during dry-docking between January 5 and February 19, 2027. The contractor must provide a certified marine chemist to gas-free 36 cargo and ballast tanks and a qualified competent person for air quality testing. Measurements must be taken using rope access personnel equipped with GoPro camera systems, communications equipment, and lighting systems, with the Level II UT Technician maintaining remote control of ultrasonic equipment via coax cable. All rope access personnel must be SPRAT or IRATA certified with at least one Level 3 supervisor. The contractor shall provide a unit price per shot (up to 35,000 shots) to allow scope adjustment based on ABS requirements, repair all coating disturbances, and deliver daily reports cross-referencing readings to locations, a composite drawing, and a final typewritten report in ABS-acceptable format within 10 working days of completion. The gauging company must be available between 0800 and 1900 hours, coordinate closely with ship's force and MSCREP, and ensure all audio gauging equipment and transducers are ABS-acceptable with on-site calibration verified by the ABS Surveyor.
