About this opportunity

The Army's Mission and Installation Contracting Command (MICC) is soliciting low-voltage cable removal services at Building 3400, Headquarters United States Military Entrance Processing Command (USMEPCOM) in North Chicago, Illinois, with proposals due July 22, 2026. This is a 100 percent Women-Owned Small Business (WOSB) set-aside.

Place of performance is North Chicago, Illinois (2834 Green Bay Road). The scope covers identification, de-energization, and removal of abandoned low-voltage cabling—including telecommunications, data, security, access control, video surveillance, intercom, and alarm systems—across approximately 280,000 square feet spanning four floors. Removal is limited to ladder-accessible cabling; conduit removal, wall demolition, and concealed pathway demolition are excluded unless specifically approved by the Contracting Officer and Contracting Officer's Representative.

The contractor must submit a four-phase workflow: trace and tag potentially abandoned cables; submit a "Proposed Cable Removal Log" to the COR every two business days or less frequently; obtain Government verification and approval within five business days; and remove only cables marked "APPROVED," with liability for damages from negligence or removal of DENIED/HOLD cables. Performance standards require 100 percent compliance in cable identification, de-energization using OSHA-compliant Lockout/Tagout procedures, removal via non-destructive means, cleanup (ceiling tile replacement and blank wall plate installation), and EPA-compliant disposal. Work is Monday through Friday, 7:30 a.m. to 4:30 p.m. CT, excluding federal holidays. The contractor furnishes all personnel, equipment, tools, materials, and supervision; key personnel include a Project Manager and Certified Electrician. Performance period runs August 1 through October 31, 2026. The contractor must deliver a Quality Control Plan within 30 days of award and complete Annual Cyber Awareness Training within 10 days of award. The NAICS code is 238210, Electrical Contractors; the PSC is J061. Award will be made on a firm fixed-price basis to the lowest-priced offeror meeting all requirements using Simplified Acquisition Procedures, with no trade-offs permitted. Illinois prevailing wage determination WD #2015-4935 (Revision 30) applies. Offerors must maintain active SAM registration and submit quotes via email; pricing must remain valid for 60 days. A mandatory site visit occurred June 25, 2026; questions closed July 6, 2026. Contracting Officer: Amy Gawarecki (amy.l.gawarecki.civ@army.mil); Contract Specialist: Adam Buchert (adam.p.buchert.civ@army.mil).
