About this file

This is Amendment 0004 to solicitation W9124D26QA266, issued by the U.S. Army's MICC-FT Knox facility on July 14, 2026. The amendment extends the response due date from July 20, 2026 to July 22, 2026 at 10:00 AM EDT. The solicitation concerns the identification and removal of abandoned low-voltage cabling from Building 3400 (approximately 280,000 square feet across four floors) at Fort Knox, Kentucky. Building 3400 contains legacy systems including CCTV, access control, public address/speaker, intercom, and fire alarm infrastructure installed over multiple decades. The contractor must identify and tag potentially abandoned cabling, compile a "Proposed Cable Removal Log" for Government verification and approval, remove only approved cables, and dispose of all materials properly. Work is limited to ladder-accessible cabling; conduit removal, wall demolition, and concealed pathway work are excluded unless specifically approved by the Contracting Officer and Contracting Officer's Representative (COR).

Amendment 0004 revises the Performance Work Statement to clarify Government authorization requirements for cable removal, establish 100% compliance performance thresholds with contractor liability for damages caused by negligence or failure to follow the approved removal log, and require pre-work documentation of existing site damage. Key personnel identified by the Government are the Project Manager and lead/supervising Certified Electrician. The amendment adds a new "Proposed Cable Removal Log" deliverable to Technical Exhibit B and includes 26 industry questions with Government responses addressing cable scope, building access, site documentation availability, ceiling types, hazardous materials, and work procedures. Building floor plans will be provided; telecommunications drawings, ceiling access maps, riser diagrams, and cable inventories are not available. The contractor is responsible for identifying active versus inactive cabling using industry-standard methods, and the Government has not conducted a cable inventory to provide estimated linear footage or damage assumptions to contractors.

21. What is the average distance/length of the cables from their corresponding IDF/MDF room to their end location?

Response: Unknown. The Government does not possess documentation sufficient to determine average cable lengths.

22. If the abandoned cable is terminated on a patch panel in an IDF/MDF room or to a wall jack; does the scope of work include removal of terminations back to source or just removal of the cable from ceilings?

Response: Where practical, abandoned cable should be removed back to the source or termination point without impacting active systems. Final disposition shall be coordinated with the

COR.

23. If a site visit is not allowed, is there a site map that can be used to determine: (a) Total number of cable locations? (b) Total number of cable closets?

Response: Building floor plans will be provided for general facility orientation only. Cable location maps, cable inventories, and telecom closet inventories are not available. A site visit will also be scheduled to allow vendors the opportunity to view the site prior to submitting a quote.

24. Are there any known hazardous materials in the building?

Response: The Government is not aware of hazardous materials directly associated with this requirement.

25. During the removal will business be conducted? Will there be other crews performing other functions?

Response: Yes. Work will be done during normal business hours. Building operations will continue during contract performance. The Government cannot guarantee whether other maintenance or construction activities may occur simultaneously.
